The Empire of Kiria, intially known as the Council of North Kiria/National Salvation Front, is a nation that may appear at some point over the course of a playthrough. It doesn't have any cores or claims at the start of the game.
For the Empire of Kiria to form, the
Realm of Kiria the Realm of Kiria must let stability fall below 10%, causing the Cacophony to break out; the Council of North Kiria/National Salvation Front will spawn and can be tag-switched to. The exact nature of the initial state of the Empire of Kiria will depend on actions taken prior to the Cacophony;
- If the 'In the Vermilion Court' focus was not completed or the focus was completed and Rising Sun was denied entry to the Plenum, the Council of North Kiria will appear along with the
Republic of Kiria, triggering the War of the Double Succession. - If the 'In the Vermilion Court' focus was completed and Rising Sun was accepted into the Plenum, only the National Salvation Front will break away; while it is stronger than the Council of North Kiria version, it will also start at war with the Realm of Kiria in the the War of the Northern Succession.
Lore
At the break of day, the bells throughout the magnificent port city of Fragrance began to ring. Their clamorous cacophony echoed far and wide throughout the kirin city, the noise reverberating off of ship hulls and carrying across the waters of the Kirin Sea. Every kirin in the city streets stopped what they were doing and looked around, and as a crowd began to form from thin air, they moved to join it, swelling its numbers and adding their weight to the procession. Soon, they reached their destination: 88 Chrysanthemum Plaza, the national headquarters of the National Association of Kirin Patriots, and the onlookers craned their necks to see over the countless rows of red horns to catch a glimpse of enforcers in crisp uniforms fashioning a perimeter around a stage. The stage was large, magnificent, but hurriedly assembled, and as the crowd looked on, one kirin in a pressed suit stepped forward and took the podium before everykirin assembled.
Chairkirin Fickle Current looked out at the crowd that had come to hear this speech, summoned by the ringing of the bells. There were at least four, maybe five thousand kirin in front of him, with others watching from the windows of nearby buildings. He touched the speech notes he'd hastily scribbled down this morning and stuffed in his coat pocket, if only to remind himself of their contents, and when a sufficient quiet anticipation had settled over the crowd, he began to recite his speech from memory.
"Kirin of Fragrance," he began, his gaze sweeping across the crowd. "Today marks an important day in the history of our beloved city. I scarce need to remind any of you of how Fragrance suffered during The Silence a century ago, how Vermilion's backwards politics nearly strangled the life out of our prosperous mercantile town. When The Silence was lifted and The Grand Gallop Onward began, I dared to believe like so many of us returning from our exile across the world that things would change. Change, they indeed have, but nokirin can definitively say whether it was for the better or the worse."
He frowned at the crowd, projecting some of his emotion into the kirin gathered around him. "Kirin of Fragrance, the Grand Gallop Onward was a failure. It was sabotaged by unbending spiritual dogma, blasphemous revolution, and the sheer incompetence of those that led it. Fragrance already knew the path forward to peace and prosperity, but our voice was drowned out by ignorance and superstition. And now, with the house of cards beginning to topple in Vermilion, we are supposed to pledge unending loyalty to the regime that fostered all this failure?"
"I will not have it," Current said with a stomp of his hoof. "Fragrance has suffered under Vermilion for too long. No more, I say! No more will we be shackled to the fate of our lesser sibling. No more will Vermilion hold sway over us. We, who have been given all the tools we need to succeed, will no longer share them with those that know not how to use them properly. It is time for Fragrance to stand on its own. It is time for the kirin of the north, the kirin of Greater Providence, to claim the independent identity we have longed for for so long!"
"It is time that we break with Vermilion, and we do what our inept leaders could not: bring Kiria into a new and prosperous modern era!

Remembering the tales of how ineptitude and superstition in Vermilion once forced his family into exile and nearly impoverished them, Current soon resolved to be a champion for the kirin who lost everything in Fragrance and do everything he could to truly modernize Kiria according to what he and the rest of the Kirin diaspora knew in Skyfall and throughout western Griffonia. Unfettered capitalism would be the order of the day, for the wheels of progress in such a backwards land could only be turned with the grease of tremendous investment into the Realm. Biography: A grassroots preacher from Verdant, Kindling Flash has always been one of the loudest and most persistent voices speaking out against the oppression of the Realm by the Way of Fire and the need to bring liberation to Kiria through the adoption of the tenets of the Rising Fire. For many years, Kindling sailed from island to island in the delta of the Great Mellifluve to preach the tenets of the Rising Fire, and on one of those journeys, he happened to engage with Rising Sun, who had traveled to Verdant on her own spiritual journey. The two debated religion and philosophy for many hours, and it was ultimately through Kindling that the charismatic and fiery priestess adopted the Rising Fire as her faith. In the years before the end of the Silence and throughout the Grand Gallop Onward, the two would work in unison to spread the teachings of the Rising Fire to the masses. When civil war came to Kiria, Kindling found the importance of his role and faith enhanced, and traveled across the country to spread the ideas of the Rising Fire and encourage the kirin of the west to join the fight in Concord's name. Unfortunately, for all his skill as an orator, he could not move the populace to overcome the might of the NAKP, and so when the NAKP claimed victory over the Realm, Kindling disappeared into the many islands of Verdant once more. When the Children of Concord rose up in revolt, however, Kindling soon took his place among their number once again, continuing to spread his message of a free Kiria, and adopting some of the beliefs of the Radiant Trinity into his messaging. Maybe through the Radiant Trinity rather than the Rising Fire, Kindling will be able to finally motivate the kirin of the Realm to seize the freedom and peace so long denied to them through one last struggle. |

King of the Kirin

If you were to visit the Kingdom of Concord, travel to Vermilion to find that its king is not there, for he is elsewhere, where the kirin need him most.
While Mahogany Blaze grew up in Equestria and became a student at the School of Friendship, the fires of civil war—fuelled by the rage of kirin against kirin—drew him to a battle for the soul of Kiria. Initially a point creature for Premier Autumn Blaze and the RaHP, he had to retreat west when the harmonists became lost causes. There, he would then be picked up by what would become the Children of Concord as their frontstallion, nicknamed "The Vermilion Pretender". His travels throughout the countryside demanded him to promulgate both a radical form of government and a radical version of The Way of Fire, interspersed with rallies to fight against the Imperial forces. Later, he pretended no longer: Mahogany had the support of the weary and the downtrodden, who see him as the first great kirin who is no Superior but a kindred soul, a divine flame of inspiration. Now, Mahogany Blaze, with the regnal name of Tranquil Light, journeys throughout the entire realm, lending aid to those who need it the most. In a clean break from the Vermilion Dynasty, Mahogany—aware of his kingship's temporal nature—will abolish the crown through death or resignation, paving the kingdom's transition into a Commonalty. Arising from the ashes of a revolution borne from the excruciating suffering of the common kirin, the Common Senate is an assembly of national representatives gather in ever-changing venues to vote on the pressing issues of today. National representatives do not have fixed terms: they can last a lifetime should they be exceptional spokeskirin, or they can last mere days thanks to local emergency recall referendums. The finer details of these national issues, however, are not fully decided in the national assembly but, rather, sent down to all able bodies of each village-wide assembly. This also works the other way around: referendums conducted in a single village can, if projected to have far-reaching consequences, become an issue for the national assembly to vote on. In between the national and the village-wide lie various tiers of assembles, from an assembly of towns to a regional assembly to an assembly of two or three regions (or what is commonly referred to as a "superregional assembly," which can shift regions depending on their unity surrounding an issue). The foremost intellectual of the kirin diaspora and mentor to Fickle Current, Cypress Snow serves as the bridge between the struggles of a modern Kiria and the ideas of the diaspora born and raised in Griffonia. Cypress hails from the lineage of the All-Kiria Artificers' Guild, and was tutored from a young age with the best scholars that money could buy, both within Griffonia and from Equestria overseas. His sharp mind and great ambition led to him pursuing several doctorates at both Griffonian and Equestrian universities, and he would eventually move to Yale and serve as a professor and mentor for countless members of the kirin diaspora that sought the best education they could afford. In each of them, Cypress instilled a sense of pride and superiority that they were the lucky kirin to escape the wasteful devastation that The Silence had imposed on their ancestral homeland, and they were better for it. And furthermore, he assured them that one day, perhaps, they would return to Kiria and remodel it in their own image, that of the enlightened kirin who had shed the superstitions of the kirin theocracy to modernize like the rest of the world.
Now Cypress Snow has returned to Kiria at the behest of his former protege, Fickle Current, to help recruit kirin from the diaspora and urge them to return to Kiria. Working closely with Current, Cypress makes sure that the whims and wishes of the diaspora are presented to its de facto leader for consideration, and aids in keeping them in line behind Current's policies. This has given him a great amount of influence in kirin politics, and puts him in a unique relationship with the wealthy and powerful returning diaspora that even Fickle Current himself lacks. Biography: Growing up as a gifted nymph with a passion for both music and theatre, it was obvious from a young age that Cheli Cerae was a changeling of extraordinary ability. So much so, in fact, that her talents as an actor and musician eventually caught the attention of the Infiltrator Corps. In the ensuing years she was trained in the venerated deep infiltration tradition, but she retained an artist's mindset, appreciating the elegance involved in manipulating creatures. She played a part in the disastrous attack on Canterlot in 1002, narrowly escaping with her life. Recriminations followed soon after: as the highest-ranking infiltrator who survived the operation, she took the brunt of Queen Chrysalis and the Heer High Command's backlash for the invasion's failure. They pinned the blame on the Infils.-Kommando Equestria's "outdated methods," saying that training deep cover infiltrators was too expensive, that they were too unreliable, that the risk of discovery was too great, and ultimately, that they were just not worth the cost. A new belief began to take hold: that the future of changeling conquest lay in mechanised and industrial warfare. Not in brilliant artistry but cold, calculated steel. The top brass argued that having a whole operation hinge on a single deep cover infiltrator meant having one point of failure, which was unacceptable. Cheli couldn't help rolling her eyes at that. They never mentioned that it was Queen Chrysalis who was the single point of failure during the battle for Canterlot. Of course, she couldn't mention it either. Without recourse, Cheli Cerae was disgraced, demoted, and her beloved Infils.-Kommando Equestria was defunded, with all its personnel and resources diverted to other units. And now she has been sent to Kiria, far away from the fires of war that rage across Equus. With her raison d'être utterly discredited, no doubt Vesalipolis intends for her to languish in obscurity. Biography: The pirate queen known as Roaring Fire has become familiar with accomplishing the impossible. Born as a poor fishermare in Nacre on the pirate-controlled Auburn Isle, Roaring Fire joined her first pirating expedition at the age of 11 and never looked back. As she gained experience, so too did she gain respect from pirates all over the Isle for her fearless bravado and sharp mind. By the time she turned 19 she was captain of her own ship, and through clever diplomacy and cunning intrigue she began to amass a coalition of pirates and assembled a small flotilla. It was with this flotilla that, on one fateful night in 997, she lured the previous de facto pirate leader of the Auburn Isle and his ship out of his cove and beset upon him with a ferocity pirates still talk about in Nacre today. While cannonfire ripped through the wooden hulls of both junks, Roaring Fire swung off a rope and launched herself onto the enemy ship, where in a brutal display of blood and death, she cut through pirate after pirate until finally finding and besting the enemy captain. When she returned to Nacre the following morning with that pirate in chains, she cemented her legend and earned the loyalty of the brigands and buccaneers that called Auburn Isle home. Thanks to her cunning, the pirates of the Auburn Isle have managed to survive into a new age. After successfully negotiating with Fickle Current to join his forces with her pirate armada serving as a mercenary navy, Roaring Fire spared her home from destruction by a resurgent Realm of Kiria and saved her pirates from the gallows. Now, standing at the forefront of a brave new world, the pirates of the Auburn Isle are firmly devoted to their pirate queen, and Roaring Fire is determined to not let them down. The Guild High Council is the supreme decision-making body of the All-Kiria Artificers' Guild. In the past, the Guild was organised as a loose federation of dozens of autonomous regional Chapters across Kiria. They were united via the Central Council, with each Chapter sending one representative for every one hundred and eight members it had. The High Council was a council of nine, eleven or thirteen senior Guildsmasters elected from the Central Council, sitting for terms of no more than five years.
Today, none of that remains. The Guild has been thoroughly corporatised, shedding most aspects of its decentralised and democratic organisation. The Central Council still exists, but as a ceremonial body that serves more as a memorial to the Guild's past traditions than a functional decision-making body. The High Council, primarily composed of high-ranking directors and executives rather than craftsmares, makes most important decisions from their sequestered boardroom. Vestigial Chapters exist only in name as social cliques of Guild executives and managers, and the Guild's traditional membership of inventors and scientists has been relegated to salaried senior employees working under the control of management. The "Ever-Industrious Smithy" of the Procurate of Rhapsody has long supplied the Kirian Banners with cannon and arquebuses, shot and shell, to defend and enforce the will of Concord across the Realm and beyond. As the Silence descended over Kiria, so too did the Arsenal's fortunes suffer. Officially, the Arsenal never ceased operation, having received a special writ from Matriarch Superior Noctilucent Charm to remain in operation throughout the Silence. The Arsenal had always been the premier military supplier of the Procurate and the Realm, and therefore they had some prestige in the eyes of Concord. In reality, the Arsenal's forges had cooled many years before the Silence for lack of funding, resources, and expertise. As the Silence came to an end and Matriarch Superior Rain Shine decreed modernization and openness to be the order of the day, the Procurate decided it would be wise to try and resurrect the Arsenal once again. And so the Rhapsody Arsenal was reborn, recruiting to its workshops and laboratories both domestic talent and foreign know-how to gird the defenders of Concord once again. |

Officially, the Arsenal never ceased operation, having received a special writ from Matriarch Superior Noctilucent Charm to remain in operation throughout the Silence. The Arsenal had always been the premier military supplier of the Procurate and the Realm, and therefore they had some prestige in the eyes of Concord. In reality, the Arsenal's forges had cooled many years before the Silence for lack of funding, resources, and expertise. As the Silence came to an end and Matriarch Superior Rain Shine decreed modernization and openness to be the order of the day, the Procurate decided it would be wise to try and resurrect the Arsenal once again. And so the Rhapsody Arsenal was reborn, recruiting to its workshops and laboratories both domestic talent and foreign know-how to gird the defenders of Concord once again. Following the NAKP's conquest of Kiria, the Rhapsody Arsenal was the target of a hostile takeover orchestrated by the Kirian Ministry of Finance as part of the NAKP's subjugation of the Procurate of Rhapsody. Today, the Arsenal loyally serves the Realm as one of the Vermilion Dynasty's Twelve Vassal-Corporations. |
