Lore
War. War never changes.
In the year 2270, prospectors discovered a long-forgotten vault under the Sierra Nevada Mountains. In the vault was a gateway that lead to another world, untouched by the atomic fires that ravaged the Earth long ago. News of this gateway to paradise quickly spread and President Wendell Peterson of the New California Republic ordered an expedition to be sent through.
They created a settlement on the other side of the portal in a world free of toxins and radiation. The community grew and explorers set out in search for more land. But it soon became apparent that they weren't alone in this new world.
This land was home to a race of intelligent quadrupeds called Ponies, sharing the name with ancient depictions of a creature from earth. Relations were peaceful at first but attempts of trade failed to bear fruit. The ponies were seemingly without want and were in abundance of food, water, medicine and natural resources. They were happy to offer quantities to the expedition for free and teach the expedition how to work the land around the Gateway. But little of the goods the NCR could offer satisfied the local ponies enough for large-scale trade.
The desire for resources, and the lack of trade to the locals convinced the Peterson administration that there could only be one course of action: the full-scale colonisation and integration of this strange new world. The further the NCR's troops marched, the more resistance they encountered. Soon skirmishes broke out between the two equally matched sides. A stalemate settled in. In the year 2273, or the year 1005 in the Equestrian calendar, the Treaty of Las Pegasus was signed between the NCR and the Equestrians. The NCR's border would remain in its current position in exchange of recognition of both sides. All ponies were also to be treated freely and equally as full citizens of the NCR. Finally trade deals would be drawn up between the two nations, allowing the flow of goods the NCR so desperately needed.
Now under Governor-Colonel Jameson, the New California Expedition is experiencing a boom as the NCR's most prized possession. Safe, secure, it is the paradise the Earth so desperately needs.
But even this world is not safe from war. Tension between this world's superpowers are rising, fuelled by familiar old desires. The NCR might soon find itself fighting not against mountain bandits or desert raiders, but against an industrial and military might not seen in 200 years. Only time will tell what the outcome will be. After all, war never changes.
Starting Situation
Give us an overview of the things you need to consider starting out - what are the good and bad things, what directions could you take, etc.
Military
The NCR begins with a fairly small military. Of its nine divisions, several are missing equipment, and there are no air nor naval forces to speak of. The troops they do have are all made up of infantry. There is very little manpower available, with a mere 37k deployed, and very little in reserve. Military advisors available provide more than adequate buffs. The military as it begins is insufficient to cover the entire border with Equestria, though it is unlikely that there will be any conflict for some time, so the military situation will not be an issue.
Threats and Opportunities
The only threat the NCR has is a equestrian invasion but you do have the option to go through a democratic focus, until you reached "Ally Equestria" in which the NCR can ally with them. The other approach however is if Equestria goes into a state of civilwar with the Lunar empire a new focus parts are unlocked in which unlocks the "Seize the oppurtunity" path in which enables loads of oppurtunity of territorial expansion against the southern states, Buffallo tribes, and Las Pegasi. The NCR also has the land configuration in which it can develope the land, Economy, and even get pony only divisions through certain focuses.

Politics
National Spirits
The land we found ourselves in is inhabited by brightly-coloured talking ponies. While the Treaty of Appoloosa established our control over what was once South-West Equestria, there are many ponies who still refuse to recognise the authority of the NCR. | |
This bountiful land is a paradise unlike anything seen in the wastelands back home. We have a duty to see that we export goods back through the portal for the benefit of the NCR. |

A career soldier and natural-born leader, Jameson is the most senior officer of the Equestria Expedition. The first man through the gateway, there was little doubt President Kimball would appoint Jameson as the provisional military governor of the occupied Equestrian territories. Whilst Jameson has considerable emergency powers, these will only last until such a time as the expedition can ensure peace in the realm, after which it is hoped the territory can be annexed into the New Californian Republic as a semi-autonomous state. Jameson uses his powers sparingly, however, preferring instead to reach consensus decisions, but don't fooled: he'll take any action necessary to defend the Republic and her citizens.

A survivalist Mojave Wastes, Pinkerton was one of the first to answer the call for scavengers and scrappers to assist the Equestria Expedition. Finding the new realm to be a pleasant change from the Mojave, Pinkerton settled down, starting a small settlement south of the portal. Here, he learnt about Equestrian history from the local populations, and grew especially fascinated with the socialist state of Stalliongrad far by the North-East. Some of their practices sure look appealing, especially as Pinkerton knew all to well the fate of capitalist democracies back home...

An orphan from Shady Sands, Sutton enlisted with the military as soon as he could. Slowly but surely, Sutton climbed the ranks, before his ruthless efficiency brought him to the attention of the Ranger Corps. He passed their tests with flying colours, and has fought with them from Baja to Reno before being sent to lead the Ranger expedition to Equestria. Extremely well trained, sharp as a tack and fiercely loyal to the New Californian state, Sutton will employ any tactics he deems necessary to ensure the expedition's survival.
