Puppeting largely works the same as it does in base HOI4; for more information, visit the Puppet page on the HOI4 wiki.
Although you can create puppets manually in peace conferences, this should be done with care. Some countries' content, especially if it's old, may not properly account for key states being owned by you puppet as opposed to you directly. If the content designer actually wants you to have a certain puppet, it will likely be possible to form through an event, decision, etc.
On the other hand, forming puppets may be beneficial if your own nation struggles with manpower and equipment needed for direct occupation. Some puppets may also be used to control the length of the frontline. You could choose to never call the puppet(s) to war, allowing you to concentrate your army more than your enemy. Or alternatively, delay the call to war until after the enemy has moved some of their units from their border with your puppet, letting you move in relatively unopposed.
Furthermore, a country that survives the peace conference, even as a puppet, gets to keep their navy, assisting you in future naval confrontations. This is especially beneficial for players without the
By Blood Alone DLC, who don't have the ability to demand fleets in peace conferences. Though naval combat is not the focus of most nations, having more of it available can be helpful.
