A grouping of merchant towns similar to the Skyfall Trade Federation, Fezera was once part of the Kingdom of Aquileia in its days of glory. Like neighboring Skyfall, Fezera is a prosperous trade port in Western Griffonia and birthplace of the iconic Griffonian Fez. However, unlike it's rich and famous neighbor, it's choice of independence during the Griffonian Revolution didn't produce a golden age. Instead, the city decayed, mired in political turmoil and mobster activities from the Penose with only the tireless Fezeraanse Politie preventing total chaos. But one griff rose to the occasion, the Skyfall-born Gwenael Godard. Following a Tumultuous election, he promised to restore Fezera to greatness. Of course he has absolutely no ties to the smugglers and the Penose himself despite what some in the Politie claim.
Lore
For centuries, the coastal city of Fezera was an important harbor of the Kingdom of Aquileia. But as the Aquilian King was unable to defend Fezera when the Griffonian Empire attacked in 705, the Township of Fezera quickly swore oaths to Emperor Grover I and were therefore rewarded with the status of an Imperial Free City. However, Fezera was never as prosperous or prestigious as it's neighboring free cities of Skyfall and Griffonia, and failed to compete economically and militarily against these neighboring free cities. This failure to compete led to a bitter rivalry that has lasted to this day. Following the Revolutions of 978 and 980 Fezera would declare independence like other neighboring Griffonian regions and opportunistically seize neighboring territories and cities to grow from a small city-state into a small country. Due to their rivalry, Fezera would never recognize the Trade Federation created by Guichard of Skyfall as a legitimate state. This proved to be a mistake, as Skyfall would engage in economic warfare with Fezera, which pushed Fezera out of Skyfall's markets and cripple the Fezeran economy. Fezera is thus going through troubling times, but its citizens are simply waiting for an opportunity to arise, so that they may seize it and finally rise to greatness. After all, that is the Fezzerian way.
National Focus
A Daring Raid is an event which occurs January 21 (20 days into the game) which will determine which political path Fezera will embark upon. Choosing Chaos reigns. will unlock the Clandestine Practices focus while choosing Order and justice prevail! will unlock the A Just and Honorable Cause focus.
Clandestine Practices is a focus which upon completing will unlock "Honest" Businessgriffs which will allow for the continuing of the rule of Gwanaël Godard (Non-Aligned) and De Familie which allows for the takeover of Fezera by mobster Willem Holveder (Supremacy).
"Honest" Businessgriffs
"Honest" Businessgriffs is a political path which will ensure the continued rule of Gwanaël Godard (Non-Aligned) and his smuggler alligned city council. It will lead to the dissolution of the police, only for them to be replaced by private henchmen of Mayor Gwanaël Godard after a lack of a governing authority proves to be too much of a nuisance. The focus tree will also improve production efficiency, civilian factories, military factories, a research slot, reduce poverty, extra research speed, and focuses to deal with Skyfall by raising mercenaries and aligning with Greifward. Crucially the focus Open Business! upon being completed will allow for the hiring of mercenaries and for the sending of trade mission to gain funds to pay for mercenaries, guns, and artillery.
De Familie
De Familie is a focus which will allow mobster Willem Holveder (Supremacy) and his Penose to take power over Fezera. The focus tree will increase population, research speed, a research slot, civilian factories, reduce poverty, military factories, and allow for war with Skyfall. Crucially the focus the focus Sharing Our Success upon being completed will allow for the hiring of mercenaries and for the sending of trade mission to gain funds to pay for mercenaries, guns, and artillery.
A Just and Honorable Cause
A Just and Honorable Cause is a focus which will allow for police chief Wilfried Pasvogel (Harmony) to take power and eliminate the criminal elements that have plagued Fezera. The focus tree will increase research speed, a research slot, civilian factories, military factories, and reduce Poverty.
Military Focus Trees
Establish the Fezzerian Forces gives a choice between Mobile Warfare Doctrine or Superior Firepower Doctrine. Notably the second focus in the tree Expand Recruitment Quotas will give a national spirit Mandatory Service, which grants (Recruitable Population 2.00%) which is massive bonus for a griffpower limited nation such as Fezzera. Pursuing Mobile Warfare Doctrine will allow for Fezzera to research tank technology faster and the final focus Streamlined Tank Production will allow for tanks to be produced at a reduced production cost. While, the Superior Firepower Doctrine path will grant military equipment research and increase discipline and division defense.
Claws in the Sky will build airbases within Fezzera, grant air research technology bonuses, and also once the focus Optimised Airplane Production will reduce the production costs of fighters.
The Vast Ocean gives a choice between Fleet in Being Doctrine or Trade Interdiction Doctrine. Both trees will create an admiral and grant corresponding naval research technology bonuses. Finally, the focus Expand Our Naval Production will create Naval Dockyards and Naval Bases.

Gwanaël Godard and his family came to Fezera two decades ago, after being ousted from Skyfall for cheating with scales. Among the many merchant families in the trade capital of Griffonia, their reputation has never been positive. Few shed tears after the Iron Chancellor ordered their fortune to be seized and family itself exiled. With meager funds and endless amount of spite, Gwanaël has made it his life's mission to exact revenge on those who have defaced his family's name. The morality and legality of his actions has rarely been a concern in his mind, and now as the mayor of Fezera, Gwanaël Godard and his associates seek to expand their schemes tenfold.

Police chief Wilfried Pasvogel has served in the Fezeraanse Politie for over three decades with distinction and merit, despite constant lacks of griffonpower, funding and equipment. Having a firm sense of justice, he has always been moral and steadfast in upholding the law, regardless of the rampant corruption in Fezera. His colleagues in the force remark that the chief has grown cold and distant ever since his partner got shot and killed in an investigation of smuggled contraband from Skyfall. He was just an ordinary detective back then, and could do nothing as the case was closed due to the lack of evidence and suspects. Since then, Pasvogel has worked his way to the top of the Politie, surviving many attempts to eliminate from the town, and now leads the city-state as a lawful sanctuary for any griffon fleeing from war-torn lands.

"A wise guy, eh? So you wanna know about Willem Holveder? Listen here, kid, and lemme tell you a story...
I was but a small chick roaming the streets of Griffton. My parents, Maar curse them both, barely looked after me, and soon enough I was left on my own, begging for food and Idols. With no school or any particular talents, it looked like young Willem wouldn't last very long. That is, until I joined the local gang, hehehe. It felt so damn good to shakedown those fat merchants, who looked down on us like we were worth less than dirt. Which may have been the truth, but y'know, forget about it! But the good times couldn't last for long. Sure, the boss thought I was a good shot, and we made much selling moonshine, but all our success attracted the attention of coppers and soon after, half of the gang was dead or locked up. The rest of us who weren't caught knew they would squeal on us, so I told the birds we're tailing it outta here. So I took 'em all to a dump called Fezera, and slowly we rebuilt ourselves to something bigger and greater. I'll be honest, this place grew on me, nevermind all the rain. They told me it couldn't be done, but where are they now? Hah! I run this joint now and I've got some big plans. Now then, you've got ten seconds to start talking who sent you before I start pulling feathers. It better not be those damned coppers..." |

Fezera starts with a small military of 12k deployed griffpower (1 regular experience infantry and 1 seasoned experience marine) and a small navy (1.1k deployed) of 2 destroyers and 3 submarines.
Strategies and guides
Starting Situation
Fezera is a small coastal country on Western Griffonia. The country is weak and is surrounded by threats on all sides. It's main enemy is the Skyfall Trade Federation; conquering Skyfall will put Fezera on a much better position to face off against its greater neighbors.
Threats and Opportunities
- Skyfall Trade Federation: Fezera's northern neighbor, Skyfall is the most immediate threat to Fezera. No matter the path they go down, Skyfall will plan to invade Fezera and incorporate it into their federation. They are significantly stronger than Fezera, with stronger industry, larger army, and a stronger and larger navy.
- Kingdom of Aquileia: Fezera is formerly a part of Aquileia, and Aquileia will likely attack Fezera around 1010-1012 to reclaim their territories. Aquileia is overwhelmingly strong compared to Fezera, and proper preparations is needed to face off against them.
- Griffonian Empire: The Empire will launch its pan-Griffonian continental conquest in the mid to late-game, after Fezera faces off against Skyfall and Aquileia.
- County of Greifwald: Fezera's neighbor in the southeast, Greifwald is one of the weaker neighbors of Fezera, and a possible expansion opportunity. However, Fezera does not receive a war goal on Greifwald through its focus tree.
Gameplay Mechanics
Completing the focuses Open Business! and Sharing Our Success will unlock in the decision tabs trade missions which will each cost 50 political power per mission. There are a total of three trade missions initially and the decision will last 30 days until it can be selected again. There is a chance for trade missions to succeed or fail, but if the mission fails the player will not get the pp back. If the mission is successful, the player will get some idols (between 3 to 5 thousand idols), idols which can be spent to gain 600 infantry equipment (3 thousand idols) and 300 artillery (6 thousand idols), and crucially allow for the hiring of 2 mercenary groups the Griefwald Jagers (which are 10 width with no support companies) and the Herzland Renegades (which are 14 width with artillery support companies) which will each provide 5 divisions of infantry (which will be crucial for surviving against Skyfall).
Although Fezera is a small country, it should be noted that you can reform Aquileia if you manage to defeat them and, should you own both Aquila and Griffenheim, you will receive an event which will grant you cores on all of Aquileia and the Herzland.
Guides
Players should start the game by recruiting 2 infantry unit so as to have 0 manpower which will negate any loss of manpower events which will inevitably occur. Once the event that results in a loss of griffpower due to the departure of the Aquileian community it should be safe to cancel the second infantry unit if the Raid from Meyer event has already occured. Furthermore it is highly recommended that a Silent Workhorse is selected as soon as possible to negate the negative pp national modifier that Fezera starts with. Personally, I would recommend taking the Trench Warfare from the Grand Battleplan Doctrine as the war with Skyfall will occur rather quickly and it may be the best military doctrine to choose so as to survive. Finally, at the start of the game you will be unable to build any factories, thus constructing forts on the Skyfall borders is useful for the coming.
Gwanaël Godard (Non-Aligned) and Willem Holveder (Supremacy) Paths
Both the Gwanaël Godard (Non-Aligned) and Willem Holveder (Supremacy) paths are similar in their playing and strategies. Players should start the game by taking the focus Establish the Fezzerian Forces as the political trees are locked until the event A Daring Raid occurs. Once the event has fired, players can select whichever path they wish to go down. Notably players should solely focus on the political tree to acquire precious factories and research speed. Furthermore, once players get close to unlocking Open Business! and Sharing Our Success players should save up on political power as each trade mission costs 50 pp and some missions can fail, thus not gaining precious gold. Gold which is necessary to pay for the Mercenaries (9,000 gold and 12,000 gold), which players should acquire as soon as possible as Skyfall will soon declare war upon Fezera (usually through event). Ideally before the war with Skyfall starts both Valerie Anime and Albert Hellebaut have been chosen as Military High Command.
The war with Skyfall is different between whether Gwanaël Godard or Willem Holveder was chosen as leader
If the player went with the Gwaneal Godard players should further rush to align with Greifwald as Skyfall will be forced to station troops along the border. Once the war starts, players should not call in Greifwald, instead players should use their superior numbers on the front to attack Skyfalls middle tile on the border and then perform encirclement on the left and right tiles. These types of encirclements should be repeated until Skyfall's military is largely destroyed and Skyfall can be safely rushed. Once Skyfall is defeated players should save 250 pp to click on the decision to core Skyfall and to furthermore the reinforce border with Aquileia and the Griffonian Empire as both nations will gain focuses to conquer you.
If the player went with the Willem Holveder players should be prepared to micromanage their front lines. Ideally Valerie Anime and Albert Hellebaut will have been selected at this point and all mercenaries hired to survive the coming onslaught. The primary focus of the player should be to micromanage the units on the frontline by switching units with high moral that are not being attacked with units who are being attacked with low morale. Additionally, the employment of forced defense should be selectively employed if necessary. The player should continue defending until Skyfall runs low on equipment and then attack Skyfalls middle tile on the border and then perform encirclement on the left and right tiles. The player should ideally have been able to destroy most of Skyfall's remaining army and be able to march onto Skyfall. nce Skyfall is defeated players should save 250 pp to click on the decision to core Skyfall and to furthermore the reinforce border with Aquileia and the Griffonian Empire as both nations will gain focuses to conquer you.
Wilfried Pasvogel (Harmony)
The Wilfried Pasvogel (Harmony) is difficult as long term survival requires on Skyfall deciding to attack Haukland over Fezerra. Technically the focus Investigating the Source would stop Skyfall from attacking, yet even if the political focuses are rushed, Skyfall can still attack before the focus is even reached. Ultimately, the strategy for Wilfried Pasvogel is to rush the political focus tree, acquire political power advisors as soon as possible, and to be prepared to play defensively.
