Compromise With Modernity
We cannot ignore the outside world forever. Though we may not be fond of modern machinery, it is better by far that we control the degree of mechanisation that goes on in Firtree than to simply ban it. This way, we can ensure Firtree is strong enough to resist the predations of her neighbours, while also making sure that the wildlands do not suffer overmuch.

However, we must be prudent in the choice of whom we assign weapons to - not all of our subjects are equally loyal. Shinespark debates with her council, to finalise their decision on whom should be allowed to bear arms...

Liquidate The Worthless
The Magocracy is like a body, and every pony is a part of it. Not all parts of the body are equally useful. If anything in the body is useless, or worse, harmful, then it is expelled. We have found a way to transform useless elements in our society into something a little more...valuable.

Expand The Golden-Horns' Power
The Golden-Horns have always been Shinespark's faithful servants, the only ones she could trust not to betray her. Given this, who could object to granting them more extensive powers to root out untrustworthy elements in our society? They will be, now and forever, Her Faithful Servants.

Our armed forces, though dominated by Unicorns, also employ massive amounts of Thralls to protect our valuable mages.

Rein In The Worst Excesses
We have adopted what could be called a "lenient" policy to banditry and pillaging within our lands, as long as they pay tribute to us and do not harm our loyalists. However, some of the more egregiously violent and wicked bandits are starting to disrupt our precious order, and are getting too big for their boots. We must organise a new army to "deal with them".

Renewed Aggression
While we have focused primarily on perfecting our magic, rather than external territorial conquest, the demands for new bodies that our model of government places on us is rather high. It might be best if we compromised slightly on our policy of isolation...just in case an opportunity arises.

At last, we have finished reforming our society, and the new order that we have put in place is beginning to be accepted as a fact of life, even by those who oppose it. Develop The Nation
Now that we have stopped ignoring everything that happens outside of our own borders, it has become clear to us that our "cities" are pitifully small and backwards, even by the standards of Eastern Griffonia. We should ask our friends for help so that we can increase our industrial funding.

Modernise Our Doctrines
For centuries, we have made do with tactics handed down from our forefathers, and these have served us well so far. However, with the opening of our country to foreign influences, we are starting to realise that our ancestral tactics simply aren't up to scratch in the modern day. We should carry out coordianted military exercises with our allies to ensure that our military is as modern as we can make it.

The Grand University
Education has come a long way, but there is still one thing we lack. We do not yet have any institutes of our own which would qualify for Coalition-certified University status. We will construct the Green Pine University in the heart of our nation, to show the world that Firtrees is a truly modern country!
