In centuries past, the Commandery of Zaikiria was the closest that could be called a friend among the commanderies and protectorates. With a fellow kirin population, a common-enough religion, and a close geographical proximity to the Realm, Zaikiria was easy to keep tabs on as they handled trade and otherwise reared growing cities when they weren't fielding troops for Kiria's defence. While some call it a shame to have to fight our kirin neighbours to reinstate this Commandery, it is more likely that our kin will gladly join our Realm to serve us again after being bested in battle.

Tough negotiations with Kirian diplomats have resulted in a tight three month schedule for the partial disarmament and demobilisation of our military forces. Failure to comply will result in escalation; we must either commit to fulfilling our duties under the schedule, or use what time we have left to prepare for war with Kiria.

Propaganda Efforts

Fickle Current and the NAKP have been agitating the north to secede due to its cultural divergence from Vermilion and its territories. However, that argument disregards the miracle of Kiria itself, of vast dimensions of diverse and unique kirin being held together by The Way of Fire, the Matriarch Superior, and their common creaturekind. Packaging this heartfelt message for togetherness to Greater Providence will thus be crucial in maintaining a united Kiria.
The Average Level of Popular Support for the Northern Compact currently stands at [?KIS.KIS_plebiscite_average_popular_support.

No matter the number of ideologic and theoretical disagreements the northern kirin may have with her, Rain Shine is still their Matriarch Superior and their avatar of Concord as much as any other kirin's. A trip to her beloved kirin, like Concord descending from the cosmic firmaments to bless them, will give Greater Providence pause in its plans to break free.

The raucous concepts of unrestrained democracy and other foreign ideals must be contained, and it starts with an air-tight border around Hyacinth. Armed to the teeth and pockmarked by steel-concrete checkpoints, the Cordon Sanitaire will insulate the RaHP's remnants away from the rest of Kiria.

Other mystics may scoff at the thought of it, but if Kiria is to modernise, it must at least pay lip service to the party that took the initiative to craft the Grand Gallop Onward. Provided that the harmonists will not use our generous funds and materials to undercut us behind our backs, they shall be given equal standing with us in the realm of reason and debate.

The Grand Gallop Onward uncovered the Rising Fire's over-reliance on the temporalty, the NAKP's idolisation of the foreign, and the RaHP's folly of synthesising these two extremes. Yet, the heart of modernisation must not be abandoned but instead be rooted in the tenets of Concord, to be signposted by mystics examining and debating the implications of each novel conception before its approval and dissemination.

It is not correct to say that the modern sciences clash with the Way of Fire; rather, modernity's direction is misguided, for Concord lives, too, in places only today's methods and devices can reach. A dedicated research institute shall thus be established, centred not on external inventions but on reinventing and improving the mortal vessels Concord has given us.

Beyond the Realm lies craven strains of hyper-epicurean thought and living, spirits bobbing to and fro on the whims of base desires and gilded deceptions. If Kiria is to remain unfaltering in its walk on The Way of Fire, then the barbarian influences of our new lands must be isolated, confronted, then expelled.

The headspace and imagination of kirinity must settle once more on their divine origin. Our mystics and priests will be given material and immaterial assistance in reaching out to the faithful who have stayed with us and to the backsliders who have been battered by a lack of answers to modernity's challenges.

The Divine and Blessed Procurate of Rhapsody was one of the Realm's most authoritative religious institutions, having governed the Providence Demesne and the city of Rhapsody since its founding. During the northern secession, the Procurate underwent a schism between those who remained loyal to the Matriarch Superior in Vermilion and those who threw in their lot with Fickle Current's traitors. The tumult of the northern rebellion left the Procurate shattered, a shadow of its former power and prestige. Restoring the Procurate would be a great boon to the rule of the Radiant Hierocracy, especially in the restive Greater Providence region. This would entail bestowing the rank of Mystic Burearch to Heavenly Fire, the centenarian Chief Magistrate of the Procurate.

The Radiant Hierocracy's Brocade Commissaries will engage in a period of high-visibility policing, making their presence seen, heard and felt in every city, town and village of Kiria. By coming out in force, the Commissaries will ensure that the enemies of the Realm, the Matriarchate and the Way of Fire are cowed into submission, and the commonkirin reminded of their duties and obligations as loyal and obedient subjects of Concord.

While many mystics are expected to handle governance, they are also beset by religious duties, which may stymie any impartial judgement. By opening the doors to non-mystics who can dedicate much of their studies to those of serving the average citizen, we can fill the gaps in our government with bureaucrats entrusted with the speedy execution of kirinity's will.

The Realm Development Planning Commission
The Realm Development Planning Commission allocates and distributes resources for the development of Kiria's industry based on Prescribed Ratios of civilian, military, and maritime industry. The Commission oversees the state-funded construction of factory complexes to ensure this happens in a balanced, efficient, and coordinated manner that is responsive and congruent to the most pressing material needs of the Vermilion Realm.

The War in the Far South
The Far South Military Intervention is not a conventional war per se, but a foreign military expedition carried out by the specially formed Kirian Forces South—KIRFORS—under the leadership of Supreme Commander General [KIRGetFSGeneralName] to achieve a set of specific and limited objectives in the Far Southern theatre.

KIRFORS was established by an extraordinary mandate enacted by the Morning Secretariat giving it the mission of protecting Kirian interests in Far South. Due to deep-seated opposition to the Intervention among the RaHP, a crucial concession to enable the passage of the mandate was the imposition of a strict schedule of one year for the conclusion of the Intervention. If KIRFORS's objectives are not achieved before then, then they must, by constitutional obligation, be forced to withdraw!

The Grand Gallop Onward
The brainchild of Imperial Premier Autumn Blaze, the Three-and-a-Half Year Plan, recognised as a ferociously ambitious course of action even by its most dedicated proponents, seeks to make up for a century's worth of lost progress and transform the Realm of Kiria into an industrialized nation by the end of Year 1011. The Plan is the cornerstone of the All-Kiria Plenum for National Revival, an assemblage of Kiria's best and brightest summoned to Vermilion, at the behest of Matriarch Superior Rain Shine, to guide the Realm out of the Silence and into the modern era. Supported by Kiria's friends in Equestria, funded by the wealth of the returning Kirin diaspora, fueled by the resurgent flames of Kirin patriotism and driven by the indomitable will of the Kirin people, Premier Autumn Blaze believes that the Plan can succeed — but only if the Plenum learns to work together, in spite of their ideological differences, towards their shared goal of a strong, independent, and modernized Kiria.

The Hyacinth Accord was an important first deal with a foreign nation after a century of isolation and stagnation. Equestria's support in providing the foundation for our modernisation efforts has been invaluable. But now, with our modernisation efforts well underway, we must decide whether to continue with Equestria's support or forge our own path free of any strings tying us to a foreign economy.

It had been an arduous task taken delicately at breakneck speeds, but against all odds, the kirin have stepped out of The Silence with their heads held high. Having struck the perfect balance between the quests of techno-industrialisation and the dreams of every kirin from all upbringings, we shall return to the world stage as titans, accepting the ways of modernity on our terms.

The Lifeblood of Kiria, the Great Mellifluve is the river that brings life to our beautiful realm and facilitates trade throughout its fertile valleys and lush forests. But while the Great Mellifluve gives us life, we are inadvertently killing it. Our modernisation projects have resulted in factories dumping toxic chemicals into the rivers to mingle with fertilizer runoff and sewage from our growing cities. If the Great Mellifluve dies, then Kiria dies; there is no time to waste in finding a solution.

A terrible cyclone has decimated the eastern coast of the realm, leaving terrible destruction and misery in its wake. If we are to repair the damage, we will have to coordinate efforts between our government's resources and call upon the returning kirin diaspora for donations and funding to fuel our efforts. We cannot let our people languish in devastation if we want to earn their respect and loyalty, so there is no time to waste!

Our exploding population and the movement of kirin away from the subsistence farms filling the countryside and into our reopening cities has created a dire crisis in our food supply. Cities are emptying their granaries much faster than anticipated, and old farming techniques are insufficient in providing enough food to keep the cities from starving. We must find a solution to this crisis and encourage our fellow kirin to give everything they can afford to see us through this next dreadful winter.

The Incendiaries are a group of kirin peasants and farmers who are loosely affiliated with the Rising Fire heresy of our religion, and they have decided to express their frustration and disillusionment with the Grand Gallop Onward by striking out at our modernisation projects. They must be dealt with one way or another, lest their movement spiral out of control and further hamper our efforts to modernize our countryside.

Bandits have long been a problem in the more rural and unsettled lands in the west of our Realm, but throughout the period of modernisation, they have grown ever more troublesome. Caravans and convoys bringing much needed supplies and goods to the west are frequently attacked by bandits, and we simply must do something about them before they jeopardize our ongoing modernisation efforts in the backwaters of the Realm!

Following the lifting of the Silence over Kiria, Equestrian investment into the Realm's modernisation slowly grew. The influx of Equestrian venture capital and generous donations from the Kirian diaspora in Equestria culminated in the construction of the Vermilion Radiance Line, a railway — the first in Kiria — to connect the capital of the Realm to the port city of Radiance, historically known as the Vermilion Gateway. However, cost overruns and the technical difficulty of carving a path through the dense and hilly Sakura Forest meant that this venture stalled. Already, a railroad unravels from modern neo-Pegasopolian train termini in the hearts of Vermilion and Radiance both, only to end abruptly at the fringes of the Sakura Forest. A little bit of political pressure will breathe new life into the venture — to carve a path through the forest and connect the capital to the sea.

There are only two things that all kirin throughout the Realm universally respect and adore: Concord, and Her avatar on this earth, the Matriarch Superior. Even still, most kirin in our lands have never seen the Matriarch before, and many may feel that their worries and concerns are unknown to her. By bringing Rain Shine on tour throughout the Realm, we can stabilize the country by affording the common kirin the chance to meet Concord's divine avatar and realize that she does indeed care greatly for them.

Many villages and towns do not yet contribute to a banner of their own. Efforts will be made—from traditional inter-city banner parades to present-day recruitment centers inspired by those in Equus and Griffonia—to spur sentiments of pooling one's passion, soul, and own fire into the defence of home and country, with the promise of a landed life and legacy.

The Vermilion Army is woefully outdated. Our military doctrine is stuck in the last millennium. The Realm's bannerkirin need to gain an understanding of how military campaigns are waged in an age of mechanised and industrial warfare. Forming the Foreign Military Mission Corps, which will organise all-volunteer expeditionary forces to fight abroad, will help us adapt to the new realities of war.
To this end, some pieces of modern Equestrian equipment will be purchased to outfit these expeditionary forces. Only the best will do for Kiria's martial representatives abroad.

Centuries ago, The Way of Fire unified the kirin people in a way no warlord or diplomat had ever achieved before. Our faith in Concord and her divine avatar, the Matriarch Superior, allows us to come together as a peaceful nation and reject the violent urges of the nirik state. In these frightening new times, however, faith in The Way of Fire is fading, especially after the harsh stagnation of The Silence. We must take every effort to reconnect the common kirin throughout the Realm with the teachings and tenets of The Way of Fire if we are to maintain peace and stability in our realm.

Throughout The Silence, the Vermilion Court had been closed to the kirin of the Realm, and the kirin who could claim they had seen the Matriarch Superior in the flesh numbered only in the dozens. With The Silence ending, Matriarch Superior Rain Shine has decided to regularly schedule 70 days of open court where petitioners could see her and make their voices heard. The mere act of seeing Kiria's divine ruler and allowing her to hear their problems has greatly restored the faith of our people in the intentions of the Matriarch and her belief in the success of the Grand Gallop Onward.

Before a kirin can fight the enemy, they should take care of many things beforehoof: How will the battlefield be reached? Where is the enemy and how strong are they? How will the kirin's supplies and reinforcements be carried to them and how fast? These and more must be tackled, though the idea of "support companies" is gaining much traction...

The kirin has had an affinity for black- and firepowder, tending to their love for explosions in civilian fireworks. Thus, when they learned of what essentially were glorified rifles the size of entire houses, various organisations and guilds put forth plans to fashion the artillery of other countries with the expertise of pyrotechnics. This had been ignored during the Silence, but with the the 3½ Year Plan under way, it is time to let them present their ideas to the military and see what will become our own modern-day cannons.

From before Kiria's unification sprawl legends of kirin warriors who can fend off a thousand foes with a single sword, an hours-long nirik state, or their own bare hooves. But what if they become a reality for today, and in enough numbers to bolster dozens of regiments? Mustering up special forces units for Kiria will, on top of granting our army flexibility and unusual capabilities, surely spawn proud, living tales of heroism.

A Song of Ice and Fire
Even amidst the turmoil of the Northern Secession, the power struggle between Winter Frost and Rising Sun for control over the Way of Fire has not ceased. In the Morning Secretariat, the Circle of Serene Tendency and the Path of the Rising Fire vie for dominance to be the sole voice claiming to represent the many millions of kirin faithful devoted to the Way of Fire and the Matriarch Superior. Clerical consideration of the actual beliefs and thoughts of the Way of Fire laity has fallen by the wayside as their feuding priestesses turn to intricate courtly intrigues and shadowy power plays to increase their influence at the highest levels of the Realm's government.

While the Matriarch Superior has continued to extol the unity of the kirin and praises the valiance of those who have perished honorably on the front lines, the very foundations of Kiria itself are crumbling. The Serene Tendency, ejected from the position of political dominance they had held for so long, has taken to violent measures against the "upstart" Rising Fire sect. As Winter Frost hurls invective at Rising Sun in [KIR.Capital.GetCapitalVictoryPointName], the discontent seeps into the front lines, where reports speak of battles tragically lost due to the insubordination or outright friendly fire by Way of Fire hardliners. The situation is already nearly untenable, the final thread holding Kiria together snapping taut. Act quickly, or the entire edifice will be rent apart, leaving naught but ash and cinder behind.

Closely coordinating with the Premier's office, the RaHP will take advantage of the rivalry between Winter Frost and Rising Sun's factions in the Triumvirate, deftly wielding their current influence over the state machinery to sap support from both Way of Fire sects and bolster the power of the Realm and Harmony Party.

The mystics of the Serene Tendency and the cadres of the Rising Fire are very much locked in a power struggle, even if their leaders are nominally allied in the Triumvirate. Working hoof-in-hoof with the Serene Tendency, the Premier's office will target heretical Way of Fire sects close to but not formally aligned with, and thus fall outside the protection of, the Path of the Rising Fire. Under the Extraordinary Dispensation and owing to the exigencies of the civil war, we may not be able to directly attack Rising Sun and her followers now, but we can target their more extremist allies under the cover of plausible deniability.

Defense in Depth: partisan operations by stay-behind forces in the rural interior of Western Kiria will bog down an enemy invasion. The invaders will be forced to exchange blood for land until they are decisively smashed by the hammer of a well-organised counteroffensive — comprising of rapidly-mobilised conscript armies built around a professional core of crack units serving as manoeuvre formations — on the anvil of disruptive partisan warfare in the enemy's rear.
