The dangers of extreme democracy approach a boiling point. Massicot is fast descending into a hotbed of directionless, nirik-like idolisation of misplaced rage not unlike that of a petulant teenager against her all-wise Mother. They present to us demands, try to cajole the Matriarch-Superior Herself to concede her divine rights.
This shall not stand. All fears must be dispelled: Rain Shine's chosen, Winter Frost, shall answer.

The dangerous rivalry between the Sycee Trading House and the All-Kiria Artificiers' Guild has reached a boiling point. Their competition escalates as tensions mount, with both sides mobilising increasing numbers of para-militia units and resorting to serious acts of sabotage, trade interdiction and commercial warfare. Sycee-Guild tensions must be defused lest they erupt into open conflict between the Empire's two most powerful VasCorps.

While investigating missing funds, financial auditors have uncovered a disturbing pattern of falsified records and misappropriated assets. It is clear these funds are being siphoned off by bad actors: we must act immediately to put an end to this embezzlement.

[From.GetName] is being used by the NAKP to supply their troops with equipment and keep their forces in the field at peak fighting strength. Guerilla strikes on vulnerable targets in the area will significantly weaken the fighting capabilities of any divisions stationed in its borders.

We shall empower the kirin long oppressed in [From.GetName], granting them the autonomy to make their own decisions now that they are free from the NAKP's boot, and work closely on integrating them into the revolution.

Though cowed no longer by industrial shackles, the peasants of Concord's land must ever be vigilant against the wiles of [KIS.Capital.GetName]'s manipulators and their corrupted machinery. An organised provincial militia in regions like [FROM.GetName] will strengthen our forces with more than just raw marepower: for those who can fight, will fight; for those who cannot fight, will build and produce for those who can; for those who cannot also build and produce, can provide our troops small comforts such as shelter, food, and a bed to sleep in.

Sharpshooters of the highest order, the Trinitarian Partisans and their Free Shooters are gallant guerrillas that strike fear and bullets into the hearts of their enemies, blessed by Concord with unusual eyesight to spot and quickness to shut down entire outposts within minutes. Underneath their popular (or demoralising, if you ask an unfortunate NAKP soldier) image, however, they are trained to the best of their abilities to conduct general reconnaissance duties, going on patrol or scouting out enemy bases and reporting on their activities.

When it seems all hope is lost, Concord opens for us a new hope. A Long March Westwards, to cull the weak and reveal the true believers. We are the eternal kindling that shall one day set Kiria ablaze once again. Though the home hearths have been smothered, the coals still smoulder under the ash. Concord willing, the time will soon come when we set hoof on Kirian soil to liberate our brethren.

Scant was a dedicated presence of the Way of Fire as the Silence faced its final years, and this was not more evident than in a lack of a proper Matriarch-serving defence force.
It was a mistake to ignore the faith of the faithful in parts unknown, so we shall not commit it again: Chiliad Citadels will surround [FROM.GetName], half-strongholds and half-monasteries to supply spiritual succour to our steadfast soldiers stationed there. They shall protect the Matriarch's western offspring with a sword in one forehoof and shall guide them with Concord's written teachings in the other.

Ember Wane, Patriarch-Commander of the Banner of the Covered Cage, has revealed to us the secret location where the last remnants of the Sunrise Rebellion's clockwork soldiers are buried. These military clockworks were constructed long ago by the artificers of Sunrise to fight against his Banner's ultimately-successful crushing of the last pocket of Kirian resistance against the Silence, before being captured intact by the victorious bannerkirin and buried in a hidden cave. Ember Wane believes that the clockworks may be reactivated using modern technology and fielded against the secessionists and heretics in the ongoing civil war, should we decide to expend the necessary resources to do so.

Per the words of the greatest scholar of war, born right here in Kiria, one need not wage war on all fronts when a single precise strike can cripple the enemy entirely.
The Vermilion Basin is the prize of our hostile dealings with the Realm. Let other theatres be ignored if we can establish a series of simultaneous operations throughout the heart of Kiria. In one fell swoop, we can cripple the Realm and force it into a position it cannot negotiate out of.

In the heart of [DEL.GetNameDef] sits the mysterious Golden Temple. Times are changing; the world is filled with expansionist powers. It is impermissible that a foreign power be allowed to gain control over the Golden Temple. We must get there first to secure the Far South for our Empire. The zebras of the region will come under our benevolent protection and firm guidance, like a mother nurturing an infant with equal parts strictness and kindness.

According to the scholarship of Cypress Snow, Khamrin was settled by kirin fleeing the violence and chaos of the pre-Unification warlord era in the Kirian homeland. The Way of Fire did spread south and become a part of Khamrin kirin society, but they also cling to archaic beliefs like the dragon-unicorn creationist myth and nigh-blasphemous syncretism with Far Southern zebra shamanism. In a way, they represent a link to the ancient pre-Way of Fire kirin civilisation, who, without the proper fear of Concord, are akin to our barbarian predecessors who did not undergo proper enlightenment. We have a duty to reconcile our cousins from the same ancestor to our superior way of life and modern values.

[KXN.GetNameDef] is a backwater state in worthless forest that would not exist if not for the Twenty Zaikirian Banners which went rogue and defied the Silence more than a century ago. The descendants of these Banners now preside over a militaristic society. They do not like us and have already refused our generous entreaties to disarm and rejoin the Empire peacefully. This insult to our nation and our Matriarch cannot stand. We will intervene militarily and return Noctilucent Charm's errant Banners to the fold.

The polity now known as Sen Kinh was once a part of the Commandery of Zaikiria. The Zaikirian city-states were our vassals, and thus, Vermilion has a historical claim on this territory. The city of Blossom, in particular, we view as an integral part of Kiria proper; it had been settled by Kirian kirin, there the Way of Fire is prevalent, and her citizens have always seen themselves as subjects of the Matriarch first, a resident of their city second, and a subject of the Lotus Crown last.

Roam had long been a regional rival of the Realm prior to the Silence. The ever-present threat of Roaman incursion was a main reason for the development of a permanent military caste in the form of the Thousand Banners. Their conquest and subjugation is essential to maintain the security and integrity of the Empire.

The Zeblu are militaristic and warlike, and have a history of aggression against their neighbours, who they raid not with the goal of conquest or occupation, but to loot cities and nations of their wealth. They are no more than a barbarian race of savages. We must neutralise them so they will not threaten our border regions. We would be bringing them the gift of civilisation. Certainly, we do not expect them to become subjects of Concord like us; they are not even kirin. How will they even begin to appreciate her glory? But we can, at least, bring them civilisation in the form of proper values like obedience to authority, productivity and industriousness.

[ZOO.GetNameDefCap] is a regional power sure to give us trouble in the future. Our modern understanding of geopolitics dictates that a rising power will not hesitate to incite rebellion in the territories of a neighbouring dominant power as a way of furthering their own national and regional interests. The [ZOO.GetAdjective] must be subjugated so that a contender to our continental hegemony is neutralised.

Fighting to the bitter end radiates lofty connotations of holy sacrifice. It also clashes with the reality that it robs uncountable families and friends of their loved ones, leaving behind in their wake impossibly high piles of dust and ashes. What will be the difference between this and that ever-long-ago era of eternally apocalyptic nirik?
To stave off that end, de-escalation is an option, with Fragrance's top brass as the Vermilion-bound mediators for a bipartite peace. Rising Sun's organisation and the Matriarch Superior's court will take a close look at our recommendations: to deal with each other as equals, with both religious sects possessing the right and freedom to believe in Concord as they interpret, free from persecution; to exchange Realm territory for the Rising Fire's duty to protect trade across the Great Mellifluve; to proselytise no farther than their own borders within Kiria proper.
The compromises may be not wholly desirable for either party, but what is important are two things: that the Way of Fire and the Rising Fire can interact with each other maturely, and that the killings will truly stop.

In Kiria's farthest reaches lay rows upon rows of rolling hills and smaller mountains wherein hide pockets of magic crystals.
