By manipulating the levers of power, they can funnel resources, intelligence, and technical information back to the International City of Fragrance, ruled from the shadows by their master, Operationsdirektorin Cheli Cerae — the weaving spider at the heart of the web of lies and deception entangling Eastern Zebrica.

There has been much speculation as the identity and origin of these mysterious troops, with many jumping to point the hoof at the changelings. However, Fragrance has adamantly denied any official involvement or presence of their soldiers in ranks of the pirates.

Vermilion's pride was wounded when we seized control of the Auburn Channel as a fait accompli, and they have only become more suspicious and hostile towards our presence on the continent. But Kiria is large and its bureaucracy cumbersome; when the Society to Pierce the Veil seized power in Providence Demesne, with the Procurate of Rhapsody failing to resist them, the shock to Vermilion was such that their reaction will sure to be slow in coming. They had not expected there to be such immense popular support for the Righteous Realm Movement, determined to avenge Kiria's humilation at the hooves of the Changeling foreigners while Vermilion stood idly by. Nor had Vermilion expected such a stabilising conservative force as the Procurate to yield so easily to the Society's firebrands and demagogues. For this, we have our infiltrators to thank. But we cannot expect Vermilion to languish in its stupor. If we do not swiftly crush the Righteous Realm Army, the perseverance of their resistance will so shame Vermilion such that they will be forced to commit themselves to the anti-Changeling struggle.

Vast swathes of forests and farming fields, though a testament to the divine eye for beauty, will not be enough to boost the kirinity forward. As Concord has given us this land as our home, so shall her creatures turn it into prosperous silicon fields. The bubbling melting pot that is Hindia and its diverse civilisation is a heterogeneous mess to compartmentalise for the sake of business strategy. The web of Hindian politics is only complicated by its bloody history with Olenian invaders, making entry into the market a thorny issue.
However, adversity breeds opportunity. [STATE_1097.GetName], in what was Barasingha, is a populous and developed enough deer region that is conveniently close to north-western Kirian settlements, most especially Fragrance. While the rowdy deer braves will be adamant against the outright "commercialisation" of their culture, they might appreciate the value of peaceable transactions between our races and nations. It is thus in our mutual interest to encourage the transfer of several of our brightest kirin into [STATE_1097.GetName], compensated by Fragrance becoming a lodging place for the finest Hindian minds. It is understandable that the hardy Zeblu zebras, after being bested by Kiria, would not want to partner up with us to increase the value of their lands.
We have instead put them under employment for the VasCorps' travel subsidiaries to repair their war-torn villages and to live in them as if nothing had happened, all except for playing host to trainfuls of curious visitors diving into more of the Zeblu lifestyle than what they can find in a travel advisory. These tourists will feast on native cuisine, enjoy the sights of homegrown zebra traditions and customs, and witness a mock fight between two rival clans (actual killing will be banned, though near-fatal injuries can be tolerable as medics will be on stand by), then go to sleep in a Zeblu hut in the cold desert climate, blanketed by Zeblu hospitality.

While the mystics would not call their pilgrimages to mountain temples "hikes", there is nevertheless a holy healthiness in mountain hiking. Apart from the cardiovascular benefits, trudging up a mountain with friends and family can bless you with a contemplative experience as you witness the wonders of Concord's creation firsthoof.

[VICTORY_POINTS_16030.GetName], also known to outsiders as the Golden City, has been a point of abject terror and reverent fear, with tales of the "Thunder Tiger" guardian spirit prowling around within the Golden Temple. Businesskirin have hedged their bets on letting tourists go inside to take pictures lest the tales turn out to be true and their clients end up unable to pay for the rest of their expenses post-mortem.
It's a minor setback, given that the Golden Temple's all-gold exterior is quite the looker, and tourists can take pictures of that instead. Volunteering priests will take up the mantle of tour guide, entertaining ponies and griffons and kirin and many more for hours as they fully retell the history of the Golden City, expounding upon fantastic stories for each structure mare of nothing but pure gold.

The dualistic relationship—and unexpected friendship—between the llamas and kirin of Taungpau can be best represented by their joint beliefs rooted in The Way of Fire.
The myriad of differences can leave the average Kirian flummoxed by Taungpau's religion and its aspects such as the Canon and the identity of its Founder-Mother, but with much of Kiria still holding spiritual truths to heart, they may be enamoured by Taungpau enough to engage in pilgrimages past the mountains to our western friend. What they lack in modern amenities, they more than make up for in the superabundance of spiritual spots for meditation, contemplation, offerings, and inter-religious fellowship.
In good faith, Crane Industries will subsidise a good portion of the pilgrimages' expenses for the foreseeable future. One of these are the Kampfhunden, originally a group of mutineers against their griffon masters that made their way to the fabled Diamond Mountain. Fleeing once again across the seas, the dogs have banded together as soldiers of fortune, striking fear in the hearts of their foes, owing to their propensity for destruction and pillaging. They might seem like simple beasts, but their cunning is a subtle one, and can be counted on to provide advice for fortification improvements.

If the soldier's life is hard, a mercenary's one is twice as difficult: constantly migrating over borders and nations in search of coin to fund their expenses. This is exacerbated by the sellsword's common reputation for dishonesty, disobedience, disloyalty and outright greed. Thus, it comes as fresh rain after a drought to hear of the Resolute Shield-Breakers, a band of zebra chargers who are obsequiously devoted to their code of conduct, enforcing harsh penalties on those besmirching their reputation. It is even said their honesty is bound by blood, as they sign contracts with it! Comfortingly, the chargers' skill in battle match their words on paper, but their asking price is a hefty one.

The kirin as a whole greatly value an inspiring tale, and few can compare to the acts of the 'Hundred Brave Companions', former bannerkirin who protected towns and homesteads from banditry during the period of Silence. Although the original group has disbanded a long time ago, their name and brand had become too legendary to disregard! Even today, kirin claim to have seen some of their members appearing out of nowhere to help the needy and oppressed. Thus, it became opportunistic for aspiring soldiers to claim the Companions' mantle, and these are just another in the long line of usurpers to their legacy. The Working Group for Statistics and Analysis is sceptical on their claims of martial prowess and humility, but certain standards must be slashed in these troubled times.

The Banner of the Sunrise Blossom has a unique job ahead of them. The hilly land of Barasingha has been very resistant to the Kirian takeover, and its warriors have fought back harshly against kirin soldiers all throughout the land. However, they have shown a remarkable pragmatism if allowed to practice their faith and culture freely from kirin influence. So, within the land of Barasingha, an informal agreement was brokered. The corporations of Kiria would have their mining concessions, as well as ports on the coast, and deer could work for them for a fair wage. The Banner itself would control the capital, but all administration outside of the city would be left to local collaborators from the local deer. But the pact was not always honored. The Banner's job first and foremost was to ensure stability. On most days this meant letting deer temples worship their own gods as long as they had a portrait of the Matriarch Superior somewhere in the building. But on others it means burning an entire village for actions taken against corporations like Fragrance Enterprise and the Sycee Trading House, which have moved into the area. The Banner of the Sunrise Blossom will do anything to ensure stability.

Crane Industries has approached the government with a radical offer: With the Vassal Corporation having subsidiaries in every conceivable business field or industry, it believes that it can privately develop a whole foreign nation for its betterment. Out of the possible directions for Kirian expansion, it has been decided that Crane Industries will be the sole backers of the Mandate of Taungpau, projected to control the most peaceful population of the three mandates.

The Banner of the Paper Crane is more a formality than an actual government of Taungpau, as the Mandate is almost entirely controlled by a single VasCorp. After the invasion and conquest of the region, many corporations tried to get their hooves on the nation's meager industry and resource output, only to be warned by the Vermilion government not to interfere. The reasoning for this was not clear, until a Crane Industries headquarters opened in the capital city. Crane has turned Taungpau into a personal project of theirs, ruling over it with complete autocracy and surprising benevolance. All Crane corporate subsidiaries have activities in the Mandate, and the quality of life there has actually risen. The Banner of the Paper Crane itself is led by a member of the Mallow family, but the government of the region is headed by a local llama collaborator, showing Crane's surprisingly benign attitude towards the region. Crane's end goal is to turn Taungpau into a "sister nation" to Kiria, one where the Mallow family holds personal rule, and the natives living there eternally in their debt, owing everything to the family and corporation that made their nation prosper.

To be a member of the Banner of the Ruby Sheath, is to exist in constant chaos and violence at all times. The Zeblu homeland has made a statement clear to the armies of the Matriarch: they will never surrender, and resistance will never end. It is the task of the Banner of the Ruby Sheath to keep some semblance of order within the Zeblu region, if only to keep the other nearby Commanderies from falling into violence. The Banner operates more as prison guards than occupiers, carefully protecting Kirian laborers at the VasCorp-run mines, farms, and plantations, while trying to prevent the Zeblu from disrupting their meager supply lines. As a result, almost all Zeblu communities within the region will never have a kirin visit them, as the Banner is constantly on the backhoof from Zeblu tribal raids. While the region may one day know peace thanks to the work of the Matriarch Superior's dedicated vanguard, that will not be for many many years.

Deep in the south live the zebras of current-day Maglibing, Naugdaw, and Talarayi, nominally united by a vague spiritual connection to what most other creatures call The Golden City. Under the Commandery of the Far South, they were kept under control as long as they were free to continue their native religious traditions. Yet, free from our care, they pit themselves as aggressors against our southern kirin brothers and sisters. Only with them pacified will they cease their illegitimate advances.

The Banner of the Righteous Hoof are the noble warriors tasked with bringing Concord's Light to the southlands. The zebras of Talarayi are a religious and devoted group, and deeply fear the so-called "Thunder Tiger" that lies within the temple. Under orders from the Kirian government, the Golden Temple is mostly left alone to prevent invoking the anger of the locals and their "guardian," but all other temples in the city area have been converted to temples to Concord, and mystics have swarmed the south, trying to draw any connection possible between Concord and the gods of the region, assigning Concord to the spirit of fire and of life. Regardless of their successes or failures, the members of this Banner are all religiously devout, and while corporations have influence over the Banner and the region, the mystics of the way of fire hold sway in this holy land.

The Banner of the Iron Hawk is an inglorious organization across the whole of Kiria. A member of this banner will find no love among military circles, even less than members of the Order of the Iron Chrysanthemum. That's because the Banner of the Iron Hawk serves one purpose only: to wring from the Protectorate of the Western Regions every single ounce of minerals within its lands. While technically the Banner is a very elite force, it is drawn not from the normal banner system, but from the private armies of VasCorps, all of which want the metals buried in the soil. Within the Banner's numbers, you can find soldiers of fortune of all stripes, creatures who more often have a loyalty to a paycheck than to the Empire of Kiria. But that's fine; the Empire itself doesn't even care about controlling the majority of the Protectorate. The only places the government can even enforce its control is in the capital, the mines, the ports, and the rails that connect them all together. Rulership is a secondary goal to extraction in the Far West.

In centuries past, the Commandery of Zaikiria was the closest that could be called a friend among the commanderies and protectorates. With a fellow kirin population, a common-enough religion, and a close geographical proximity to the Realm, Zaikiria was easy to keep tabs on as they handled trade and otherwise reared growing cities when they weren't fielding troops for Kiria's defence. While some call it a shame to have to fight our kirin neighbours to reinstate this Commandery, it is more likely that our kin will gladly join our Empire to serve us again after being bested in battle.

The Banner of the Jade Lotus are the commanders of the Zaikirian Protectorate. Headquartered in the occupied city of Lotus, the Jade Lotus is mostly made of local Zaikirian kirin who believe cooperation with their new rulers will lead to a better fate for their homeland than continued resistance. While their countrymares may call them sellouts, these collaborators defend their new liege with vigor and professionalism. If you are in the Kirian military or colonial bureaucracy, and are assigned to a posting in Zaikiria, it means one of two things. Either you have done so well in your previous assignment that you have been given a stable, calm posting as a reward for everything you have done, or you are so mind-numbingly incompetent, but not quite enough to be fired, that you need to be put somewhere that you cannot possibly mess up your job. This is because Zaikiria nearly runs itself. The population are kirin, almost all are adherants of the Way of Fire, and there are legions of local leaders willing to work with the Commandery administration in one way or another. While there is still resistance, most of Zaikiria has accepted its role, and the Banner needs to do minimal work to keep things in order.

The southlands and the Zebrides, the latter of which contain a significant kirin population, are home to many precious commodities such as rare herbs and spices. What could have been fruitful trade in the area, however, has either been wrecked by untamed pirates or been exploited by griffon colonisers. Backing an effort to revive the Commandery of the Zebrides will put a stop to this foreign pilfering, ensuring that our rightful routes, bursting with caches of much tael, can steer themselves back to us.

The Banner of the Azure Tide was formed shortly before the invasion of the Zebrides from diaspora kirin operating in the area. Mainly a naval banner, the Azure Tide patrols the waters around the Zebrides and the far south, ensuring that the export of the area's various resources and manufactured goods continue to the motherland without opposition. The kirin in this banner are drawn mainly from the city of Azure, as the kirin call it, and the far eastern island, where they are the majority race. However, the multi-racial makeup of the islands and their cosmopolitan economy lends all races to joining the banner, and the Azure Tide is definitely the most diverse of the occupation Banners.

Compared to the inhabitants of western Zeblu and the far south Talarayi, the zebras of the Zongo region had neither the religious fanaticism of the latter nor the warring nature of the former, which puts to sharp relief the shortcomings of their pre-industrial tribal form of governance. Therefore, the Protectorate of Zongo will most likely be a hooves-off affair, lording it over the zebras with a modicum of authority to ensure their loyalty. It will be enough to keep them quiet and useful.

The Banner of the Gilded Cassia is one of the few banners dealing with a truly tribal land. The lands of Zongo, Tanaigha, and Melahaka have only seen the very beginnings of industrialization, and the vast majority of the population still relies on subsistance agriculture for survival, not unlike Kiria during the silence. Political power is held by local chiefs and other leaders, and there is a lack of national unity among the various groups. This however, has led to an easy solution for the banner ruling the region. All tribes only have to swear loyalty to Concord and the Matriarch Superior, and they will be left alone. Corporation influence is limited, and the Banner itself runs the few plantations growing cash crops like cinnamon and other aromatics. But besides this, little has changed in these lands, and both the Banner and the local chiefs are content to keep it that way.
