The City of Flowena, famous for its banks and botanical gardens, is a city on a time limit. Ruled by a hedonistic & inexperienced mayor, chosen through a rigged election, the city is fast approaching a boiling point of unrest. Conflict is beginning to stir between all sides: The poor against the rich, the Left against the Right. The city is ready to erupt into chaos, and unless someone quickly brings order those banks & gardens may soon become memories of the past.
Lore
The Fortress Flowena
Before Flowena became the city it is today, before it was even a city, in fact, Flowena was a fortress. As the northeastern bastion of the first Kingdom of Aquileia (with Flowena being specifically part of Pomovarra), Flowena was renowned across Griffonia as an imposing and impenetrable fortress. This reputation, however, was lost in 705, when Emperor Grover I, in his invasion of Aquileia, simply bribed the garrison, not only taking the fortress with ease but setting a precedent for the modern Flowenan obsession of money.
An Imperial Flowena
With the success of Grover’s invasion, Flowena was brought into the new Griffonian Empire. As the fortifications were now no longer needed, the fortress was left to crumble over time. Meanwhile, the settlements in and around the fortifications began to expand out, no longer wary of straying too far from the fortress. The settlements developed into a small town, which became a key centre of trade between the Imperial Heartlands and Aquileia. Through this trade, the town prospered, eventually becoming a fully-fledged city. During this time, Flowena developed many of the icons that are still emblematic of the city to this day, such as the botanical gardens, the textiles industry, and the Flowena banks. Eventually, as a side-effect of this prosperity, merchants and bankers (who had become the ruling class of the city) requested for more rights and privileges within the Empire. These requests were eventually granted, and in 871 Emperor Grover III granted Flowena the status on an Imperial Free City. While this decision was popular within the city itself, its previous owners, of particular note Aquileia, were frustrated by the actions, as they still felt that Flowena was rightfully theirs. This frustration would eventually come to a head in 972.
An Independent Flowena
In 972, when Aquileia, under the leadership of King Gerad Discret, seceded from the Empire, it sought to regain dominance over its former subjects. One of these subjects was the city of Flowena, which Discret attempted to integrate into the Kingdom, resulting in Flowena have to give taxes to the capital Aquila. This resulted, for one of the first times in the city's history, in the slowing of development. However, there was hope for the city which came in the form of the Aquileian Revolution of 980. During this time, Flowena took a chance and declared independence from Aquileia, meaning that now Flowena would not only be free from the Aquileian taxes, but that they would also be spared the violence of the revolution. Throughout the remainder of the revolution, Flowena practically became a port in the proverbial storm, acting as a safe place for refugees fleeing from the violence. Through a mixture of the influx of new migrants, and the fact that Flowena no longer needed to pay taxes to Aquila, the city, as it had through most of its history, began to prosper. While the Discret family eventually put down the revolution, there has so far been no attempted reconquering of Flowena, let alone the other territories that seceded.
A Chaotic Flowena
Today, the City of Flowena is a city that is fractured on all sides. The upper classes of the city are made up of the patricians; noble families that have been ruling Flowena for generations now. Technically, the city is a republic, with the ruling Seigneurie, and the additional office of Mayor, being elected roles. However, voting is only granted to the patricians, with the elections often being decided weeks before they actually occur. This ‘unfair’ balance of power is often the focal point of communist groups, who have gotten more popular recently as the working class has not only grown but also gotten steadily poorer. The plight of the working class is an issue that has split the patrician families, with there being disagreements on whether to help the poor or not. The situation certainly hasn’t been helped by the current mayor, Chocolat de Rosebrune, who has devoted himself more to parties and hedonism as opposed to keeping order. There has been little hope recently for the city, however recently Chocolat has surprised everyone, as he has cancelled all of his planned parties for the new year. Patricians and peasants alike have been confused by this sudden change, and are eagerly awaiting the new year, when apparently Chocolat will explain his sudden change of heart.
Gameplay and Strategy
Starting Situation
Flowena is a small city-state located in Western Griffonia, between the Herzland and Aquileia. Despite its small size, it is much better developed than its poor neighbors, giving it some potential to expand and build into a proper regional power. Its location means that it will eventually be targeted by Aquileia and the Griffonian Empire during their expansions, and as such, it needs to either expand itself or seek alliances to protect itself against Aquileia and the Empire.
Threats and Opportunities
- Griffonian Empire and Aquileia - Both nations pose a very dangerous threat to Flowena, with them being able to outclass Flowena heavily. Both nations also get wargoals on Flowena, however, those wargoals are only given in the late game, giving Flowena to gather land to be able to defend/invade.
- Pomovarra, House Avian, House Erie, House Eyrie, Adelart, Greifwald and Fezera - These surrounding nations will be expanded into, with most paths giving war goals on some combination of the nations (Excluding the Non-Aligned path, which only gives a war goal on Pomovarra)
Flowenan Banking
Flowena is renowned for its international banking tradition, and as long as the banking families are allowed to continue operating, wealth, in the form of repayment and interest, will continue to flow into the city. The Flowenan currency is called flowens and the player has the ability to manage Flowena's funds, with the goal of accumulating more, as flowens can be used to grant temporary buffs, build civilian factories, and even hire mercenaries.
The two main ways to gain Flowens are through accepting loan offers from AI nations and buying gold for nations currently at war. For the former, while the player will initially lose 2 million flowens, this will be repaid by the AI nation after a year has passed, with the player being paid 1 million flowens as interest, on top of paying back the 2 million they loaned. However, nations that no longer exist (e.g. annexed through war or otherwise) don't have to may back their loans, meaning the player must be careful when choosing who to give out loans to. For the latter method, when a non-communist nation is at war, as long as the player has 1 million flowens and 25 political power, they can send a request to purchase that warring nation's gold. Should the AI accept, the player will gain an additional 1 million flowens and 25 political power, wheras if the AI rejects the offer, the player will gain nothing, having lost 25 political power.
Additionally, certain events and focuses will increase and decrease your flowens, with some focuses even requiring the player to have a certain amount of flowens to take them.
Special Investments
- Offer A Loan To The Guilds - Taking this decision, the player will gain a temporary buff, which grants a reduction in consumer goods, increased construction speed, and increased research speed. Once a year has passed, the buff will fade, and the player will be repaid an extra million flowens alongside the repaid 3 million.
- Purchase Industrial Machinery - This decision will open up a new building slot in Flowena and build a civilian factory in that slot.
Mercenaries
Traditionally, Flowena has relied on the service of mercenaries to protect the city from outside threats. While the employment of mercenaries has decreased contemporarily, this doesn’t mean that there are not griffons still willing to offer their services for those who can pay, and Flowena can most certainly pay in these chaotic times. Hired on a yearly contract, these mercenaries expect to be paid on time or they will not fight at all, and so the decision tab will show you how long you have until the next expected payment. There are three groups of mercenaries that can be hired under normal circumstances, with an additional group available should the player take a certain focus:
- The Adelart Forest Brothers - Hailing from the Adelart forests, the Forest Brothers are veteran bandits of the area. Hiring them costs 4 million flowens and 25 political power, which will grant Flowena 3 units of 12-width griffons with no support companies.
- The Herzland Landsknechte - Hailing from the the Imperial Herzland, the Landsknecht are veterans of the Empire's conquests. Hiring them costs 5 million flowens and 50 political power, which will grant Flowena 4 units of 16-width griffons with a recon support company.
- The Wingbardian Condottieri - Hailing from Wingbardy, The Condottieri are veterans of the Wingbardian-Falcor War. Hiring them costs 6 million flowens and 75 political power, which will grant Flowena 5 units of 20-width griffons with recon and engineer support companies.
- The Free Lances - The Free Lances are 3 units of knights that can be hired for 6 million flowens and 75 political power once the player completes the Hire Rogue Knights focus once Bruno de Rosebrune comes to power. They are a all three 20-width units are composed of Knights and a recon support company.
Political Impact
All 4 of Flowena's political paths will have an effect on the banking mechanic.
- Nicolas de Charbon (Supremacy) - While, under de Charbon, the player will close the ability to hire mercenaries, upon the completion of the Tap the Black Market focus, the player can begin to buy and sell infantry equipment, in exchange for flowens.
- Maison de Indigo (Harmony) - As the traditional methods of the baking system come under scruitiny, the player will have a choice: continue business as usual, keeping client identity secret, or to reveal them, meaning that the player will only be able to recieve loan offers from harmonist nations.
- Michael Landreau (Communist) - Under the communists, the banking system will be completely dismantled, removing the mechanic.
- Bruno de Rosebrune (Non-Aligned) - The banking system stays mostly the same under de Rosebrune, with some focuses requiring the player to have a certain amount of flowens to take them. Additionally, some focuses will make mercenaries cheaper, and the player will even gain access to a special mercenary unit: the Free Lances.
Tips and tricks
- It is highly recommended that Flowena, at all times, should have at least one million flowens in the bank so as to have enough to continue buying gold from warring nations.
- For the first year or two, the player should be safe to loan out funds to almost all nations and expect to see returns (excluding Longsword). However, after the first year or two, the player should be careful to which country one loans to as the Griffonian Empire, Aquilia, and Wingbardia start their wars of conquest. However, Eastern Griffonia generally tends to be a safe investment.
- Additionally, one shouldn’t loan to neighboring nations to which they hope to expand into.
- Should the banks run out of flowens, you will have a year to acquire more funds, otherwise the player will receive the event Militia Uprising, which will lead to a communist coup. However, if you are loaning out flowens, you will receive your returns before the event can occur so the player shouldn't worry about it too much. To actually have the event fire, one must almost intentionally attempt to have it occur.
Expansion
Harmonist, Non-Aligned, and Communist Flowena, after annexing any territory beyond Flowena, will receive a decision named "Form The Republic", which will reform Flowena into a proper Republic. The decision costs 5 PP but grants 105 PP. After taking the decision, Harmonist Flowena will be renamed to Free Republic of Flowena, Non-Aligned Flowena will be renamed to Serene Republic of Flowena, and Communist Flowena will be renamed to Union of Flowena.
After Harmonist or Communist Flowena takes "Form The Republic", they can unlock decisions that lets them integrate and core the states of Pomovarra, House Avian, and the state of Lissay in Adelart. Non-Aligned Flowena can only integrate and core the state of Cam in Pomovarra, and they also have a focus to release a puppet state on the rest of Pomovarra.
Supremacist Flowena will receive a different set of decisions that lets it colonize and core the states of Pomovarra, Adelart, House Avian, and Comrick and Balefire in House Erie.
National Focus
Chocolat's Flowena
Flowena's opening focus tree is a narrative-focused tree. Chocolat de Rosebrune, the hedonistic mayor of Flowena, is looking to change his old ways and take up a more active role in governing the city. However, he quickly proves himself to be extremely incompotent, as all of his reforms fail, sharply reducing the standards of living and quickly causing a political crisis in Flowena. To make matters worse, an outbreak of the deadly Wet Plague occurs in the midst of Chocolat's failures, further driving the city into the ground. In terms of gameplay, Flowena will receive several major maluses during the opening focus tree, including regressing development levels.
Everygriffon in Flowena can see that Chocolat's rule must not continue.
- Nicolas de Charbon, a minor prince and a commander of the Flowena militia, is devastated by the loss of his father to the Wet Plague, and may decide to hatch a conspiracy to depose Chocolat and make Flowena the site of the rebirth of the de Charbon family.
- Anna de Indigo, head of de Rosebrune family's rival de Indigo family, believes that Flowena must be reformed into a democracy, and is gathering popular support in Flowena's populace.
- Michael Landreau, a member of Flowena's working class guilds, organizes strikes to protest the continued corrupt rule of the patricians, desiring a true worker's Flowena.
- Bruno de Rosebrune, Chocolat's brother who's currently studying economics in Middenheim, returns to Flowena after hearing about the bad news, and and wants to help Chocolat properly govern the city.
The political path Flowena goes down is dependent on the player's choices in a few key events after the Wet Plague breaks out.
- "The Last de Charbon": Triggered some time after taking the focus Organize A Party, when the Wet Plague breaks out. Nicolas returns to his family manor and finds that his father had died from the Wet Plague. He is devastated, and realizes that he is now the last member of the de Charbon family. Nicolas considers his options, whether he should stay loyal to Flowena and preserve the de Charbon family line, or if he should take advantage of the chaos and seize power, so the de Charbon family name can be restored to its glories.
- Nicolas chooses to stay loyal to Flowena. No further event will be triggered, Nicolas' storyline will end, and his political path becomes unavailable.
- Nicolas chooses to make plans to seize power. Another event, "Forging A Plan" will be triggered, where Nicolas considers whether if he should take power with safe but dishonorouable subterfuge or with a bold and risky coup.
- Nicolas chooses to seize power through subterfuge. The event "A Brother's Return" (see below) will have a different outcome by the time it is triggered.
- Nicolas chooses to seize power through a coup. A coup event chain will be triggered (see below).
- Nicolas' Coup
If Nicolas chooses to seize power through a coup, two events will trigger where Nicolas tries to find support for his coup.
- In the first event, Nicolas can choose to seek support from the patricians or the people.
- In the second event, Nicolas can choose to seek support from mercenaries or militiagriffs.
If Nicolas sought support from the patricians and/or the mercenaries, his coup attempt will fail, as the patricians or the mercenaries will betray and abandon him. Either way, Nicolas is forced to return to his old job as a militia commander.
If Nicolas sought support from the people and the militiagriffs, then his coup will succeed. The Supremacy Focus Tree will be loaded.
- Brotherly Reason
If Nicolas chooses to not seize power, or his coup attempt failed, then the focus Brotherly Reason will be able to be successfully taken. In the normal event, Bruno returns to Flowena and finds Chocolat in their family manor, who had fallen into despair and begs for Bruno to take over. Bruno can decide to agree with Chocolat and take power, or reject his brother and choose to only serve as his assistant.
- Bruno agrees with Chocolat and takes power: Unlocks focus A New Mayor. Chocolat will resign, a sortition will happen (rigged as usual), and Bruno will take power as the new mayor. The Non-Aligned Focus Tree will be loaded.
- Bruno rejects Chocolat and chooses to only serve as his assistant: Unlocks focus Brothers United. Chocolat will not resign, and the political crisis worsens; both patricians and workers begin protesting under the lead of Anna de Indigo and Michael Landreau. Anna exposes Bruno's errors for not taking power, and provides Bruno a document for Chocolat's retirement. Bruno can choose to sign it and have Chocolat retire, or ignore it and tell Anna to leave.
- Bruno signs Chocolat's retirement document: Chocolat retires, and Anna de Indigo becomes the new mayor of Flowena. The Harmony Focus Tree will be loaded.
- Bruno does not sign the document and tells Anna to leave: The workers have lost all patience for the patricians and Anna's failure to make Chocolat retire, and launches a violent uprising. Chocolat is killed, and the workers take power, with Michael Landreau as their figurehead. The Communist Focus Tree will be loaded.
- Brotherly Reason - Nicolas' Plot
If Nicolas chooses to seize power via subterfuge, then when the focus Brotherly Reason is taken, the normal event will have a different outcome, where Bruno finds Chocolat dead in their family manor, having apparently drank himself to death. Bruno is forced to take power.
A New Mayor will be unlocked, where Bruno launches the sortition to transfer power to himself. However, unexpectedly, the rigged sortition nominates Nicolas de Charbon as the new mayor. It is then revealed that Nicolas had poisoned Chocolat and rigged the sortition in his favor. Immediately after Nicolas takes power however, Bruno deduces his plot and personally assassinates Nicolas, but he's forced into exile himself due to committing a murder.
With no one in power, a power struggle will break out between Anna and Michael for the position of leadership. The two will agree to negotiate and select one of them to lead Flowena.
- Anna de Indigo: The Harmony Focus Tree will be loaded.
- Michael Landreau: The Communist Focus Tree will be loaded.
The Prince's Flowena (Supremacy)
Nicolas has taken power through the coup and will rule Flowena with a mix of benevolence and fear. He declares the creation of the Principality of Flowena, and his ultimate goal is the conquest of the Kingdom of Aquileia and put the de Charbon family on the Aquileian throne. Starting Nicolas' path will remove all the mercenary decisions and demobilize all the mercenary units.
His focus tree consists of four major sub-branches: an industry branch under Bonfire Of Vanities, a society branch under Protector Of The People, a military branch under The Art Of War, and an expansion branch under The Fox And The Lion. The first focus, A Swift Purge, will remove many advisor options and remove the possibility of the Communists couping the government when the banks run empty. New advisors will be unlocked as the player progresses through the focus tree.
Bonfire Of Vanities will remove 2 civilian factories in Flowena and add 3 military factories. Institute of Military Science grants 1 research slot.
Protector Of The People removes national spirit Class Tensions. Poverty Is Not A Vice and Ignorance Is Bliss will change the poverty and literacy levels to two special levels unique to Flowena, Institutionalized Poverty and Institutionalized Illiteracy. The Prince's Personal Staff unlocks a few advisors, adds +10% research speed, and grants 1 research slot.
A Citizen Army removes most of the major negative effects from Milice Urbaine. Tap The Black Market unlocks two decisions, one of which allows Flowena to purchase arms with flowins, and one allows Flowena to sell surplus arms for flowins. Weaponized Plague unlocks decisions that allows Flowena to send Wet Plague infected rats into neighboring countries, granting these countries negative national spirits on manpower that last for 1 month.
The Fox And The Lion unlocks decisions for Flowena to launch sabotage raids on neighboring countries, and unlocks decisions that allows Flowena to send events to neighboring countries (with few exceptions, one of which is the Griffonian Empire) requesting "false" Non-Aggression Pacts, which the target countries may accept or reject. Though described as false, these non-aggression pacts function like normal non-aggression pacts; they're only "false" because the national focuses in the expansion branch that lets Flowena declare war on other nations will also automatically cancel these non-aggression pacts. This allows Flowena to launch surprise attacks on unsuspecting AI countries that have not garrisoned their border due to the non-aggression pact.
The expansion tree under The Fox And The Lion will have Flowena automatically declare war on Adelart, Pomovarra, County of Greifwald, House Avian, House Erie, House Eyrie, Township of Fezera, and the Kingdom of Aquileia and its vassals.
Once Aquileia is conquered, Flowena can declare itself the Kingdom of Aquileia, Nicolas the King of Aquileia, core the central and outer territories of Aquileia and usher in a new age for the de Charbon dynasty!
The Democrats' Flowena (Harmony)
Should Anna de Indigo be given power a new tree will load. This tree can be divided into three branches, the industrial, political and military branches.
The leftmost branch involves the industry. You will be initially given the option to keep business running as usual or to start only loaning money to harmonist nations, which will greatly diminish your potential profit. Further focuses will give you a total of three Civilian Factories,-7.5% Consumer Goods Factories and 12 Crystals in Flowena as well as increase Society Development.
The right branch deals with the military. You will have a choice between sacking Nicolas de Charbon, losing him as a general, or arrange a political marriage between him and Anna. The People's Army will give you a significant 4% Recruitable Population, other focuses will give you various bonuses, three 10 width divisions and 2 Military Factories; Healing Herbs will give you access to the Earthpony Alchemy technology, granting 5% Field Hospital Trickleback and -10% Field Hospital Experience Loss.
The central branch opens up with a decision on how to deal with de Rosebrune family. You may exile them from the City or simply ban them from being members of the Seigneurie, both of these options remove all members of the House from your advisor pool; you may also forgive them, unlocking Bruno de Rosebrune as a Political Advisor. The following set of focuses will look to improve the situation of the country, diminishing poverty, allowing commoners to vote, create guilds as well as fixing many of Chocolat's mistakes and getting rid of the Class Tensions National Spirit.
Further down the tree more notable focuses will open up, The Academy of Social Sciences will give you a Research Slot and Spread the Word will allow you to found The Free Western Alliance faction for 150 Political Power. After that you will gain Puppet War Goals on House Avian, Adelart, County of Greifwald, House Eyrie and House Erie as well as invite Pomovarra into your faction. The final focus, The Flowering City, requires you to do all focuses on the central branch and most of the focuses on the lateral branches, through it you will receive your 5th Research Slot and Improve Society Development.
The Guilds' Flowena (Communist)
The Guilds of Flowena have topped the corrupt patricians and turns Flowena into the Commune of Flowena. Strike leader Michael Landreau serves as the figurehead of the new worker-ruled Flowena. All banking and banking-related decisions will immediately become unavailable when the Communists take power.
The Communist Flowena tree can be loosely divided into five sections: a starting transitional section, an industry sub-branch under A Model District, a society sub-branch under Abolish Flowins and Secularization, a military sub-branch under The Workers' Army, and a foreign policy tree with two paths, a conquest-focused path under Aid Our Comrades, and a subversion-focused path under A Paradise Of The Proletariat.
The starting section of the focus tree will grant general political bonuses across the board. It will reduce the poverty level, remove the Banks of Flowena and Class Tensions national spirit, remove the negative effects of Milice Urbaine, and replace a large number of advisor options.
The society sub-branch will further improve political stability, improve development levels, and grant 1 research slot. Synthetic Experiments in the industry sub-branch will also grant 1 research slot.
The Workers' Army spawns two divisions of Workers' Militia, consisting of seven infantry battalions with engineer and recon support companies and reserve equipment priority. Tank Prototype provides an event that gives the player an option to receive a ahead-of-time research bonus for Light, Medium, or Heavy tanks.
The Aid Our Comrades path of the foreign policy tree grants annex war goals on Adelart, Pomovarra, County of Greifwald, House Avian, House Erie, and finally the Skyfall Trade Federation.
The focus Call For Freedom in A Paradise Of The Proletariat path of the foreign policy tree unlocks decisions that lets Flowena send Communist agitators into any neighboring non-Communist countries. Targeted countries will receive a one-year-long national spirit that reduces stability and increases Communist popularity. Importantly, the targeted country may decide to take action against Flowena's agitation, granting them an annex war goal against Flowena. Flowena should be prepared for potential retaliation before taking the decisions to agitate workers.
Support Revolutionaries grants Flowena the ability to arm guerrilla fighters in neighboring non-Communist countries and have them launch sabotage raids on their country. Found The Workers' Confederation creates The Workers' Confederation faction and unlocks decisions that lets Flowena invite neighboring Communist countries into the faction.
The Brother's Flowena (Non-Aligned)
Bruno de Rosebrune has taken power, and intends to fix his brother's mistakes and return Flowena to stability, while removing challengers to his rule either through negotiation or by force. Bruno de Rosebrune's Non-Aligned Tree can be loosely broken up into four main sub-branches: an industry branch under Encourage Patrician Investment, a military branch under Pay Rise For Militia, a society branch under Negotiate With The Workers/Discipline The Workers, and a final foreign policy tree with four options under The Department Of Foreign Affairs.
The left side of the focus tree is primarily industry focused will give civilian and military factories and also reduce consumer good. To start the tree, 2 million flowins are required to start the focus Encourage Patrician Investment. Notable focuses within the tree include, Abolish Protectionist Laws which will permanently lock the trade law of Flowena to Free Trade, while Rebuilding the Western Borough will allow the player the option to either gain a civilian factory, military factory, or importantly for the building slot limited Flowena, 4 free building slots and population. Completing Mechanization of Industry is required to complete Ecole de Commerce which will importantly give a research slot.
The right side of the focus is primarily militarily focused and will give infantry research, griffinpower, and military units. Importantly, the focus Revise Drilling Methods a while modify the national spirit Milice Urbaine and remove the +150% cost to revise conscription laws and the The Art of the Deal will make mercenaries cheaper. Additionally, the focus Urban Combat Training will increase entrenchment speed, core defense +10%, and max entrenchment +2.5 and A Token Airforce will grant 50 fighters and 50 tactical bombers. Completing the national focus Doctrine of Defence is required to complete Secure River Trade which allows Flowena to conquer Pomovarra. Once conquered, Flowena may declare itself a Republic and core the region Cam (which has a population of 350k griffins and 13 steel) and also take the focus Partition Pomovarra which will release Pomovarra with a unique focus tree, which will grant over time benefits for Flowena
The center of the tree is primarily removes poverty and illiteracy within Flowena. The focuses Negotiate With The Workers and Discipline the Workers are mutually exclusive with Discipline the Workers requiring a mercenary company to be hired. Both focuses are similar, however, Discipline the Workers gives a more powerful national spirit, thought it comes with a cost to stability and population. Additionally, though not significant at first glance, either one of the End Our Rivalry focuses will remove the harmful national spirit Class Conflict and it's accompanying -.25 pp, -10% stability and daily .01 communist support growth. Once the focus Invite Educators From Yale is selected, the lower half of the focus tree can be selected which unlocks powerful bonuses and the foreign policy tree of Flowena.
The foreign policy tree of Flowena allows Flowena to align itself with either Aquileia, the Griffonian Empire (once they unified the Herzland), Skyfall, or align with no one and pursue armed neutrality. Players should be careful if aligning with Aquileia or the Empire to not complete the last focuses as it will turn Flowena into a puppet of the respective states.
- Aligning with Aquileia costs 3 million flowins and once completed, Flowena cannot align itself with other nations. Importantly, Aquileian Only allows Flowena to ask Aquileia for a Non-Aggression Pact and thus be safe from future conquest by Aquileia. The focus Invite Aquileian Intellectuals grants a research slot.
- Espouse the Empire costs 3 million flowins and can only be selected if the Griffonian Empire has reunited Herzland. The focus The Aquileian Threat grants a guarantee from the Empire, providing Flowena protection from both Aquileia and the Empire. The second to last focus, Prelature of Boreas, grants a research slot.
- Side with Skyfall costs 3 million flowins and once completed, Flowena cannot align itself with other nations. Asking for Aid grants a guarantee from Skyfall, while The Golden League forms an alliance with Skyfall. Skyfall Branch Office grants a research slot.
- Armed Neutrality will grant Flowena military factors, a research slot, +2.00% recruitable population. Importantly the focus Mediate Between Giants allows Flowena to attempt to mediate peace between both Aquileia and the Griffonian Empire, but this is likely to fail and Flowena tends to be conquered before the focus can be selected.

Chocolat de Rosebrune is the son of the famous and respected Bronzino the Magnificent who ruled Flowena as mayor for decades before his death in 1003. Chocolat has been the mayor ever since, but in that time he has done very little besides host opulent parties at his family manor. The governance of the city has largely been left to the patricians of the Seigneurie and the bureaucrats, both of whom have no desire to change anything as in their eyes everything is fine. Recently however Chocolat has shown desire in taking a more active role and abandoning some of his hedonistic ways.

Anna de Indigo is the middle-aged head of her family that has long championed the rights of the commoners and wished to treat them as equals instead of inferiors. They used to lead the city's patricians over a century ago but were deposed in a plot of de Rosebrune family, their bitter rivals. She is a charismatic yet cunning griffon who owns a sizeable art collection and donates to charity every week. Despite her age, she remains unwed as she waits for the perfect political marriage to take advantage of.

Hero of the Revolution

Michael Landreau is a wool comber and a former militiagriff in his forties. His mother was a washer and his wife sells fish. He doesn't have a single drop of patrician blood in his veins, and his family had migrated to Flowena from Rila several generations ago. Michael himself joined the militia at a young age as it was one of the better paying jobs and participated in several skirmishes with Pomovarra, but was fired after he refused to beat up striking workers. He then became a wool worker, and became increasingly radicalized as he experienced the poor working conditions in person. In recent years he used his charisma to organize strikes and spread word of revolution across the working class. His goal has finally been accomplished, and he is happy to be the popular figurehead of a workers' Flowena.

Nicolas de Charbon is the last living member of the small de Charbon dynasty. His father was an attorney, but was too indebted to afford joining the Judges' Guild. His family had once been Princes of Pomovarra before the title had been abolished by the King of Aquileia. Ever since the family had lived in exile in Flowena, wealthy enough to be considered patricians but never gaining full citizenship. As a child, Nicolas was taught rhetoric and history, and became fluent in multiple languages. As an adult he has worked as a secretary, a diplomat and finally as a commander of the militia. With his extensive knowledge of politics and history, he wishes for Aquileia to centralize, secure its independence and regain its long-lost strength. Being disappointed with both the republicans and the Discrets, he now believes only he alone can save his homeland from chaos and barbarians.
