Built on the back of conquest, the County of Francistria is an oligarchy in Southeast Griffonia and one of the Kingdom of Wingbardy's main allies. Founded by a bastard of the Discret dynasty, who, having no titles to inherit, created his own in the form of Francistria, the county has long been a loyal ally of their neighbour to the south, often relying on them for defence against foreign invaders. But this relationship is a double-edged sword, as Francistria has lost many fighting in Wingbardian wars, with the recent Falcor War even claiming the life of Count Francis VIII, leaving the County in the claws of the newly proclaimed Francis IX, an inexpereinced, bookish, and shy griffon, far from his warrior ancestors.
This inexperience is of particular concern for many in Francistria, as the county faces dangers on all sides: the Tarrin Liberation Front, seen as terrorists by some and freedom fighters by others, are becoming more restless by the hour, and the is soon approaching where, should the situation not improve, a revolution may begin; Beakolini's fascists have inspired similar movements in the county, and should the situation in Wingbardy change in the Blackwing's favour, Francistria may soon find itself pressured to get in line, or face the consequences; and Francistria's long-term enemies, the Kingdom of Aquileia and the
Griffonian Empire, are beginning to rise from their slumber, and may soon be ready to strike and take revenge for our past resistance.
In the face of all these crises, Francis will need to quickly gain the confidence to lead Francistrian into a new golden age, or someone else will soon be leading in his place.
Lore
Founding
The history of Francistria as a nation begins with the conquests of its founder, Francis I Martlewing. He was a bastard of the Discret Dynasty and a relative of the Count of Tarrin. With no titles to inherit, he decided to make his own and crossed the hills eastwards where he carved a new realm for himself. He made an old Wingbardian trading town of Pulcino his capital and renamed it to Francistria, which gave his new country its name.
Alliance with Wingbardy
Ever since, the proud and arrogant warrior-rulers of the Martlewing dynasty have defended their realm against foreign incursions and expanded north and east before eventually establishing relatively friendly relations with the Kingdom of Wingbardy. Generations of intermarriage between the ruling families maintained peace between the two. When the
Griffonian Empire eventually invaded in 705, the two stood side by side yet failed to stop the mighty Emperor Grover I. Count Francis III swore an oath of fealty and remained loyal for the following centuries.
Imperial Vassal
The close ties to Wingbardy, however, meant that when King Gumberto of Wingbardy was assassinated, Imperial nobles were blamed and Wingbardy itself seceded from the Empire, Francistria did the same. To ensure the survival of their newly gained independence, Count Francis VIII joined the Karthinian Pact. This choice would eventually prove to be fateful, but for the moment it provided Francistria with powerful protection. After the County of Tarrin fell to revolutionaries in the Aquileian Revolution of 980, Francis VIII could safely claim the title, invade, drive out the republicans and keep the lands for himself. When the Discrets regained power in 985 and demanded the lands back, Francis simply reminded them that he had powerful friends in the south, and the Discrets backed down.
Later during the same year, the Falcor War erupted. In return for their protection, Francis was bound by honour to aid Wingbardy and joined the war, which ended poorly for him: he died in battle, leading his troops on the frontline like his ancestors had done. But he had no living children, and his heir was his young cousin, Giosé Debolino, who became Francis IX. Unlike previous Counts, he had never been prepared for the role, and had thus not received a martial upbringing which emphasised the glory of House Martlewing. In fact, he was the third child and received little attention and plenty of bullying. Because of this he is completely different from all his predecessors.
The Present Day
The hesitant and shy Count, shocked by the horrors of the Falcor War, now has to lead a war-torn and scarred nation, even as a Second Revolution is being prepared in the west. Tarrin rumbles, the veterans of the war demand concessions, the nobles demand rights and Wingbardy is in crisis. Francis has to pass a trial by fire if he wishes to keep his title— and his head.

For centuries now, the County of Francistria has firmly been in Wingbardy's sphere of influence. While the proud Counts of the past zealously preserved Francistrian sovereignty, they also sought to maintain close relations with Wingbardy. As the County of Francistria primarily focused on exporting minerals and food to Wingbardy, its own economy remained underdeveloped even as Wingbardy itself industrialised. The Counts always had Wingbardian advisors by their side and listened to them closely.
With the unfortunate death of Count Francis VIII and the weak rule of Francis IX, this has only become worse. Wingbardian companies exploit the Francistrian economy and the army relies on Wingbardians to train officers and provide supplies. If nothing is done, the nation's sovereignty will erode, until it ceases to exist.

After Tarrin was liberated from the Aquileians, another seat was added to the council. Francis VIII granted the title of Governor-General to his trusted second-in-command Vittorio, making him the "representative" of Tarrin.
The influence of the Arengo remained limited over the years, until Count Francis VIII's death. Afterwards the council took the opportunity and practically seized power, treating Count Francis IX as little more than a fifth member of the Arengo. However, the nobles often end up in deadlocks with two on each side and thus need the Count to function as a tie-breaker. That is what little authority he has, unless he manages to sway some of the nobles to his side.

Giosé Debolino Martlewing, whose regnal name is Francis IX and who is commonly known as "Francis The Stammerer", is the most unusual Count of Francistria in its history. He was the third child of Francis VIII's younger brother and the only legitimate heir when the previous Count perished unexpectedly in the Falcor War. No one ever expected him to hold any important position, so his parents had given him little attention. In fact, the only attention he ever received from others was abuse and mockery because of his stuttering, which made him withdrawn and shy.
Unlike his predecessors, Francis is not a proud and loud warrior. He is quiet and prefers to spend time in his private chambers or in the woods near Martlewing Castle, undisturbed by servants and officials. As such, the nobility, fascists and the Tarrin resistance all see their chance to gain power at the expense of the weak and pathetic Count, who will never amount to anything. |

In that conflict he was little more than a sergeant, but became known for his bold (if harsh) leadership and atrocities committed against the Falcorians. His brutality impressed Vittorio Felice so much that he personally promoted and awarded him for his service. However, in the years since Arturo has grown distant from Vittorio due to his support of the fascists.
