The Buffalo Chiefdom is a landlocked country surrounded by Equestria.
Lore
Though vastly overshadowed by its much larger neighbour Equestria, the Buffalo Chiefdom is a homogenous society of Buffaloes. Their nation forms a small enclave, as they are surrounded by Equestria. Bigger news yet, Princess Celestia has recently uttered the wish to reapproach the buffalo to improve relations between ponies and Buffaloes. This could be the spark for anything, ranging from anti-Equestrian sentiment to pro-Equestrian sentiment and outright incorporation into Equestria. Whatever the case, the Buffaloes are hardened and ready to step up for what they believe is right.
Starting Situation
The Buffalo Chiefdom starts in an awkward position, being surrounded by Equestria. This means that while the chiefdom won't be able to expand for a long time, it is unlikely to be attacked for a long time either.
Militarily, the chiefdom starts in a very weak position, starting a single infantry division, totally a deployed ponypower of 5000 with a 1000 ponypower deficit, a ponypower pool of just 6 buffalo, and the division's template isn't brilliant, having six infantry (though this can work well with the limited ponypower pool). Industrially, the chiefdom isn't much better, starting with 1 civilian and 1 military factory, however, this can be somewhat rectified through focuses.
Notably, despite being a landlocked nation, the chiefdom starts with 69 convoys.
Threats and Opportunities
Equestria: As Equestria surrounds the chiefdom, they are both the main threat and main source of opportunity:
- Harmonic Equestria can seek to incorporate the chiefdom. Usually, this will be attempted peacefully, but they may instead choose to invade.
- Under Elder Greyhorn, the chiefdom will be able to start a border conflict on the Appleloosian border against Equestria. If the chiefdom wins the conflict, they will gain Appleloosa alongside a core, boosting the chiefdom's ponypower immensely.
- During the Great War and the Equestrian Civil War, the chiefdom can take the opportunity and invade Equestria.
Confederation of Southern States: If the Equestrian Civil War starts, the confederation will secede from Equestria. Through their focus tree, they can gain a wargoal on the chiefdom and invade.

Council Tree
Starting with Chief Council, this tree gives the player the choice of who the council elects to lead the chiefdom into the coming years. Fundamentally, this allows the player to choose between going supremacist, staying non-aligned, or becoming harmonic; repspectively, the player can choose between Elder Greyhorn, Chief Thunderhooves and Chieftess Strongheart.

Chief Greyhorn
Elder Greyhorn has a deep resentment for the ponies, wanting nothing more than to reconquer the buffalo's ancestral lands and to see the chiefdom prosper. His branch, on the left side of the tree, gives extra political power (+100), claims of south-eastern Equestrian lands, a reconquest wargoal against Equestria, a boost to recruitable population (15.00%), decreased consumer goods factories (-10.0%), removal of the Equestrian Influence national spirit, and increased daily supremacy support (+0.05).
Chief Thunderhooves
Chief Thunderhooves, on the other hoof, wants to maintain the status quo, keeping the chiefdom as a neutral nation, maintaining its independence, and keeping interactions with Equestria to a minimum. His branch, in the centre of the tree, has a single focus, which gives extra political power (+100) and replaces the “Equestrian Influence” national spirit with a new spirit:
“Suppressed Equestrian Influence”.
Chiefstess Strongheart
Chieftess Strongheart, in contrast, wants to befriend the ponies, increasing cooperation with, purchasing technology from, and obliging to the idea of buffalo integration into Equestria. Her branch, on the right side of the tree, gives extra political power (+100), increases the society development level, increases monthly population growth (+10.0%), and increases research speed (+5.00%).
Technology or Trade
This branch is open initially at the start of the game. Starting, the player must decide between inviting Equestrian influence or importing technology. However, the first two focuses will lock to either one if the player initially calls for a Chief Council (“Chief Council”), locking Strongheart from
“Purchase Technology” or Greyhorn from
“Equestrian Trade”. Both branches converge again at
“Appleloosian Example”.
Importing technologies advances the chiefdom's industry without increasing Equestrian influence. The player can invest political power (0.1, 0.3, 0.5, 0.7, 1.1) into research speed (10%, 20%, 30%, 40%, 50%) for 200 days, one year, two years or three years. All focus following “Pie Bakeries” slightly increases Social Development and adds civilian and military factories.
Inviting Equestrian traders substantially improves industrial output at the expense of increasing Equestrian influence. To tackle this problem, the player can either seize and nationalize Equestrian corporate assets or employ strict regulations on the market. Seizing corporate assets opens the communist branch after completing
“Expel the Traders” and furthermore trade with
Stalliongrad.
“Equestrian Takeover”: If
Harmonic, the player can choose to fully integrate with
Equestria, become an autonomous equestrian region, or join the United Ponies Front faction.
Appleoosian Example
Following the initial economic branch, this branch begins Buffalo urbanization to modernity.
“First Schools”,
“Schools Funding”, and
“Research Facility” allows the player to improve its science base and gain an extra research slot.
The New Council
Completing “Expel the Traders” opens up the communist branch of the Buffalo Chiefdom. During the "Meeting of the New Council" event,
the player may choose between Gorick, who proposes to halt capitalism through a rapid transition into a socialist model like
Stalliongrad, or Gentle Giant, who suggests keeping capitalist institutions and taking the revolution slowly.
Both leaders gain access to “Welfare Focus” which gives +0.10 daily political power , +10% monthly population and a slight increase in Society Development.

Changeling Invasion
Hostage of the Situation
If Equestria goes into a civil war against the newly-formed
Lunar Empire, the player can align themselves between supporting harmony or retaking back their ancestral lands alone or with the help of the Lunar Empire. The
“Maintain Harmony” branch gives +100 Political Power, and allows the chiefdom to join the civil war on Equestria's side. The chiefdom can receive Equestrian assistance if at war with the
Confederation of Southern States.
During the "Caught off-guard" event after completing “Hostage of the Situation”, the chiefdom can choose a passive-aggressive stance, opening the
“Conquest of Homeland” branch. If the ruling party is
Supremacists, the chiefdom can go into an all-out war against its neighbors (
“War on the World”) or join an alliance with the Lunar Empire (
“Night Buffaloes”). The chiefdon may also choose to wait and build up its military industry (
“Wait until we are Threatened”).
If the chiefdom goes Commmunist, the right-most branch of the tree gives a war goal on the Lunar Empire (
“Fight the Loonies”) and the Confederation of Southern States (
“Revolution for Xenophobes”).

Flash Flood, or as he's better known amongst his tribe, Angry Gorge after Mighty Storm, was raised the traditional way of the Buffalo, back before the ponies ever encroached on their land, before industry and technology found its way south. Like his ancestors before him, and their ancestors before them, and so forth, he learned to live off the land, to forage, to fight against other tribes to support his brethren. Many things have changed since the ponies brought with them the many problems of a modern society, and the Buffalo have had to change as well. Flash Flood simply wishes to protect his own, and recognizes that the Buffalo must change to survive, however, he will never forget who he is, or where he came from. No matter what, he will serve his kind to ensure that the Buffalo will stampede on. |
