The County of Cyanolisia is a medium sized nation in Southern Griffonia consisting of mainly plains, a hilly interior and a jungle within its Eastern domains.
Cyanolisia has an eternal feud with the minotaurs of Asterion, and Countess Taillow Sumpfkiel is leading a nation of mostly minotaurs ruled by a small griffon minority.

The lands which the County of Cyanolisia consists of were once part of the minotaur Kingdom of Asterion. These were the four mainland states of that realm and were populated almost entirely by their race. The rule of the backwards bovines ended with the arrival of the Imperial armies of Grover I.
In 747 he lead his forces across the Creeper Mountains to invade the eastern griffon principalities, when the minotaurs protested and demanded the emperor to return the mountains to them, at which his response was a swift crushing defeat of the Asterionese forces with his more than superior armies. But unfortunately the Emperor of Griffonia had no fleet with which to invade the mainland archipelagos of Asterion, so a peace treaty was gladly signed by the minotaurs unwilling to prolong the fighting much longer. The pathetic cows lost all of their continental holdings which became part of the Griffonian Empire.
Soon after the Sumpfkiel Dynasty was established to rule the newly founded County, while the state now known as Salmarkt was ceded to the Principality of Brodfeld. The griffon nobility were given the duties of keeping the bovine populace in check, ensuring loyalty of the Kingdom of Asterion which had been subjugated at a later date by Emperor Grover II "The Warmonger" and maintaining order in the region at his behest. During the reign of Emperor Grover III, they received an additional task, their biggest challenge yet: The griffonisation of the region. Thousands of migrants would arrive from all across the lands of the Empire, primarily from the Herzland minotaurs were stripped of whatever little rights they had and their old monuments still standing were torn down to make way for newer beacons of griffon culture. The foolish savages, however, refused to embrace civilization and resisted, sparking the beginning of a guerrilla war that continues to this day.
Everything took a turn for the worse in 978 as revolution, corruption and unrest engulfed the Empire. Cyanolisia found itself stranded in a hostile environment with Asterion breaking free and becoming an independent revanchist republic to the south and their potential Allies the Federated Parishes of Sicameon to their west that could provide for safe landing grounds for the invasion of the minotaurs. However the County remained defiant, preventing the barbarians from claiming the lands of Cyanolisia. The countryside however devolved into chaos as the minotaurs rose up in support of their fellows across the sea. While in the east the Kingdom of Brodfeld struggled as well, collapsing into civil war. Countess Taillow Sumpfkiel had no choice but o intervene, seizing Salmarkt and preventing the bovines from opportunistically taking it from righteous griffon claws.
She continues to rule the unstable county with her exceptional attributes as a ruler, but even so the future remains unclear to her as Asterion prepares for war once again. Part of her has no interest in this nigh endless duty, but she stubbornly remains strong in her position of Countess, supported by a loyal military.
However, a few dissidents are starting to plot against the ever obstinate Countess. A group of socialist sympathizers known as the Group of Twenty conspires in the shadows...
Starting Situation
Military
Cyanolisia starts with 58k total fielded ponypower, with 56k of it belonging to its 9 divisions and the remainder to its navy. The divisions are composed of two 12 width marine division with recon and engineer companies, two 12 width knight divisions with recon company and five 12 with infantry divisions with support artillery. These are decent templates, but Cyanolisia's small starting army, coupled with its incredibly limited ponypower (at only 5k, on limited conscription), means that Cyanolisia's army is smaller and weaker than almost all of its neighbors. Cyanolisia also starts with an unused 6 combat width Reserve Brigade and an unused 12 width Mountaineer division.
Cyanolisia's navy consists of 8 Destroyers and 1 Heavy Cruiser. Cyanolisia is at a large disadvantage compared to its more navaly inclined Minatour and Sicameon neighbors.
Threats and Opportunities
Cyanolisia faces threats from all directions.
Blackrock's Bandits: The bandits to the north are likely to launch raids on Cyanolisia.
Federated Parishes of Sicameon: Sicameon to the west, assuming they don't stay their course and ally with the Minatour menace, are likely to attack Cyanolisia should the revolution reach them.
Kingdom of Brodfeld /
Griffon Liberation Army: The wartorn Kingdom of Brodfeld to the east pose no threat to Cyanolisia at the start. However, when the civil war ends, regardless if the King or the workers win, both factions will likely want the province of Salmarkt back from Cyanolisia.
Republic of Asterion: Asterion to Cyanolisia's south is the County's biggest threat. The Minotaurs claim all of Cyanolisia, and will sooner or later declare war on Cyanolisia to reunify the Minotaur lands. Should Cyanolisia defeat the Minotaurs and any allies they may drag in with them, the country will be a much stronger position to deal with its other neighbors.
Kingdom of Wingbardy: An expansionist Kingdom of Wingbardy will very likely cross paths with Cyanolisia.
Griffonian Empire: The Griffonian Empire's conquests will sooner or later attempt to conquer Cyanolisia. Cyanolisia should either find allies or rejoin the Empire.
Gameplay Mechanics
Sue For Peace
If Cyanolisia is at war with the Republic of Asterion, the decision Sue for Peace will be revealed. If Cyanolisia is losing the war with the Minotaurians, taking the decision allows Cyanolisia to sue for peace, ceding all Cyanolisian territory save for the capital Thymíaushafen to Asterion in exchange for a peace treaty.
The decision requires Cyanolisia to control Thymíaushafen, while lacking control over Cannabia, Auropallieta, and Salmarkt. It costs 50 PP and requires 30 days to complete, during which PP gain is reduced by 15%. If the Minotaurs agree to the peace treaty:
- Asterion will annex Cannabia, Auropallieta, and Salmarkt
- Cyanolisia will lose cores on Cannabia, Auropallieta, and Salmarkt
- Asterion will sign a white peace with Cyanolisia
- Asterion will withdraw their claim on Thymíaushafen
- Cyanolisia will get the event "A Change In Course", changing the national focus tree to the Freistaat Neu Thymíau tree.
The Minotaurs may reject the peace treaty, in which case the war continues as normal.
National Focus
Cyanolisia's starting tree can be divided into several sections, from left to right: Army and Airforce, Industry, Navy, Communist Tree and finally the Supremacy tree.
Army and Airforce
This tree's first focus will apply a 105 days long debuff to some of your military and should be taken as soon as possible. From then on the tree open up into three sections.
The left branch is focused on the army, granting you experience and bonuses to your army. Form Sailor Brigades will give you four 10 width infantry divisions with no support. You will also receive a significant research bonus for Knigths and will need to finish Army Command Office to unlock the Research Slot in this tree.
The central section will give one-off Army Research Bonuses to various things such as infantry weapons, artillery, army doctrine and armor. Completing Army Doctrinal Modernization as well as the previously mentioned focus on the left branch, will allow you to obtain a Research Slot by taking the focus The Army Research Division, which also grants a notable +10% Research Speed.
The right branch is focused on the airforce. Giving you several research bonuses, air experience and some Air Bases, with some bonuses to the airforce itself towards the end of the branch.
Industry
Cyanolisia's industrial tree focuses on building up the country, giving infrastructure and building slots. You will obtain 2 Military Factories, 2 Naval Dockyards and a total of 5 Civilian factories, as well as 2 Synthetic Refineries and various resources, such as aluminium, crystals, oil and tungsten. The final focus The Bright Future in Science will improve your Science Base.
Cyanolisia has a separate Naval Tree. In it you will receive Naval Dockyards, Naval Bases and 1 Civilian Factory. You will also receive bonuses to both your navy and your marines as well as various one-off research bonuses for ships, marines and naval bombers. Raise the Austernfischer will allow you to rebuild the flagship of the Southern Imperial Fleet, sunk during the Asterionese Revolt, if you have not researched Early Battlecruisers you will fail in restoring the ship. Following the focuses on the right side will also give you three marine divisions and three paratrooper divisions.
Our Finest Hour
Contrary to what the Duchess assumes, not all of the military is satisfied with her rule, in particular a group of twenty high-ranking officers is planning to overthrow her and bring about socialism to the creatures of the country.
The first few focuses will give you events that will either raise the popularity of communism or help you prepare for a civil war. If you raise Communism's popularity above 50% you will be able to succefully do a Putsch, which later down the line will allow you to elect the Democratic Socialist Party. If Communism's popularity is below 50% or you choose to Roll the Die, a civil war will occur, allowing you to progress down the Egalitarian path. As the Countess will inherit all of Cyanolisia's troops, it may be wise to disbad them.
Depending on how the communists came to power you will be able to follow different paths of the tree. The Democratic Socialist Party is only available in peaceful transition and will unlock the rightmost branch, in it you will elect Alexandria Rinde and receive some bonuses such as 1.50% Recruitable Population, increased factory output and research speed.
If the country went through a civil war, the egalitarians will be able to seize power and the country will be renamed to Equal Cyanolisia. This path will lower your Production Efficiency Cap, but will give various bonuses to manpower and war, including a 50% Reduction to War Goal Justification Time.
Both paths will have access to the central branch, where they'll get 4 Civilian Factories, improve the Poverty Level of the nation and change the their trade law to Close Economy. They will also decide on how to deal with the Outback and the Minotaurs, with the Democratic Socialist instituting 'Separate but Equal' laws whie the equalists pursue true equality. Both will also eventually gain access to A Communist Future, granting 1 Research Slot and improving the Science Base of the Country.
Finally Cyanolisia will choose whether to stay in relative isolation, gaining factories and bonuses for defence, or to attempt to spread Socialism to neighbouring countries, granting Puppet War Goals on the Kingdom of Brodfeld,
Blackrock Bandits,
Falcor and
Sicameon as well as making it easier to send volunteers abroad.
Freistaat Neu Thymíau
The war between Cyanolisia and Asterion went badly for Cyanolisia, and the country had either sued for peace, or was fully conquered but allowed to reestablish themselves as an Asterion puppet regime. In either case, the Cyanolisia government gave up their claims on all of their previous lands save for the state of Thymíaushafen, and Countess Taillow has declared the creation of a new state: Freistaat Neu Thymíau, or the Free State of New Thymíau, a maritime free city-state centered on the city of Thymíaustadt, now renamed to Neu Thymíau.
Though Freistaat Neu Thymíau can come into existence by either suing for peace or by having Cyanolisia conquered by Asterion then released as a puppet state through Asterion's focus The Nest of Vipers, for a player's purposes, the only way to play as Freistaat Neu Thymíau without using console commands or cheats is to play as Cyanolisia and sue for peace.
Taillow Sumpfkiel, now the former Countess of Cyanolisia, plans to build a new nation on the ruins of the old, and restructure the remnants of Cyanolisia into her own country free of the burdens of the past.

The von Liváni family have been stewards of the Cyanolisian lands since they were chosen by the Imperial dynasty to act in their stead. Each of them has attended the prestigious university of Bruma, learning the art of statecraft before they were appointed to rule the County.
Countess Taillow Sumpfkiel, taking her last name after her late husband, has ruled Cyanolisia for the previous three decades. Initially idealistic and believing that the minotaur problem could be resolved with dialogue and reconciliation, the unyielding hostility from the secessionist minotaurs, as well as several assassination attempts have shattered her peaceful nature. Hardened and firm, she seeks to protect her griffons at any cost, and yearns for the day when her people will no longer live with a siege mentality. Countess Taillow holds no love for the authoritarian measures she uses to control the coastal cities, but recognises the necessity of bold measures in these difficult times. |

The tenets of equality stress that every creature is equal before the law, between each other, and that no creature has sway over another. The situation in Cyanolisia has necessitated that a council of elected leaders, ten griffons and ten minotaurs, have been chosen to lead the nation instead of placing control in a singular being. Their terms last for a year, upon which elections are held to determine who shall sit in the People's Council for the following year.

Staunch Constitutionalist

Out of the many who constituted the Group of Twenty, Alexandria Rinde was considered to be their informal leader, settling the disputes between the moderates and radicals. Her tenure in the armed forces only reinforced her existing belief that Cyanolisia was not under good leadership, nor could the current situation continue for too long. Inspired by the revolutionaries in Prywhen, she has begun her own plot. Following the success in the civil war, the former nobility has been exiled, an uncharacteristically merciful move, and the nation has entrusted the democratic socialist the leadership after the first free elections. Alexandria Rinde has made it her personal duty to ensure democracy, liberty, and solidarity will prevail in Cyanolisia.
